Over several months an extensive investigation and clean-up of the municipal boundary locations was undertaken involving several steps. The municipal boundaries were snapped to the road centrelines (which were spatially adjusted to the orthophotography in 2005). The boundary along Highway 404 was recalculated to follow the 150 feet west of the centre line of the highway as outlined in the 1970 Regional Municipality of York Act. The boundary along the Holland River was spatially adjusted to coincide with the centre of the river as illustrated in the 2005 orthophotography. The Lake Simcoe Regional Conservation Authority recently completed a spatial adjustment of the Lake Simcoe geography according to the 2002 orthophotography. They provided a digital copy of the updated lake data to the Region. Municipal boundaries were then snapped to the spatially adjusted Lake Simcoe boundary where applicable including the addition and/or correction of the several islands in this area. As well, the additional field Surface_Desc was added to capture whether the polygon covered a land or water mass and to assist in cartographic mapping of the area. Finally, several questions were posed to the municipalities to clarify areas which are often questioned by the users of the municipal boundary data. These included questions pertaining to the municipal boundary lines cutting through properties or discrepancies between what has been described in old legal documents and what appears against the orthophotography. The regional and municipal boundary information was prepared from the legal descriptions of the area municipalities contained within The Regional Municipality of York Act, 1970 Revised Statutes. Non-standard attributes were added to this layer and updated. The boundary layer was overlaid on the single line road network and lots and concessions to verify that the limits of both the regional and municipal boundaries follow the legal definition of the boundaries, The Regional Municipality of York Act, 1970 Revised Statutes. A check plot was created for a visual check of the regional and municipal boundaries.

Boundary Update There were several small gaps in the boundaries between Markham and Whitchurch-Stouffville along 19th Avenue. The gaps occurred where the boundary trended north / south at the intersections of 19th Avenue and Woodbine, 9th line, 10th line and at York Durham line with the Markham polygon being shifted less then 1 meter to the west. All gaps were resolved. There was also gap between the Markham polygon and Durham that was repaired. The gap was the same width as the other gaps i.e. less them I meter. Other gaps were found between Toronto, Peel and Toronto Durham which were fixed. Boundries were snapped to roads in the following area King Towhship Caledon/King Townshipline from Highway 9 south to 18th Sideroad road allowance Topology rules used were Must not have Gaps Must not over lap BndMunicipalBoundary Boundary must be covered by BndMunicipalBoundaryLine The topology was clean at the end of all fixes

The Municipal boundary did not align with Steeles Avenue. The municipal boundary topology rules were imported from staging into ODS in the ODS.MunBoundEdit feature dataset. Steeles Avenue was exported from York Raods was added to the topology rule list. the topology rules was as follows (MunicipalBoundary) Boundary Must Be Covered By (steeles) The Municipal Boundary now aligns with Steeles Avenue

A copy of RoadYork was imported into the ODS.MunBoundEdit feature dataset to be incorporated into the topology checks. Topology Rules are Municipal boundary must not overlap Municipal boundary Boundary Must Be Covered By RoadYork. Topology was validated and the errors were gone through one by one using the document "Investigated Situations". It was found that 150 errors are an acceptable number as the Municipal boundary does not always follow the roads. Therefore there are 150 exceptions

As part of the regular Maintenance Schedule, the Legal Department was contacted to discuss possible adjustments that may be required. No changes were made at this time, as the necessary documents pertaining to possible updates were not available. N.B. It was decided however, that due to historical integrity, boundaries would no longer be adjusted when a road centreline shifts.
