CASPER (Community Assessment for Public Health Emergency Response) is a rapid needs assessment methodology designed by the CDC to evaluate community resilience, preparedness, and response capabilities in the face of public health emergencies and disasters. A filtering process was applied to exclude clusters containing fewer than seven residential locations to ensure a representative sample. These clusters correspond to census blocks, with demographic and geographic data sourced from the 2020 Census.</p><p>The defined survey area, known as the Eastern Crescent, includes zip codes provided by the <strong>City of Austin's Office of Resilience</strong> to align with ongoing resilience hub initiatives in the region. The purpose of this alignment was to integrate CASPER survey findings with broader community resilience efforts, ensuring that data collected could inform public health and emergency preparedness strategies in areas identified as most vulnerable.</p><p>During the CASPER fieldwork, survey teams visited each cluster in this dataset, randomly selecting households and collecting household-level data on public health needs, disaster preparedness, and overall community resilience.
