We calculated the 10.2.1 and 10.3.1 strategic measures from the Land Transport Benefits Framework to measure the inclusive access outcome both at the TA level. &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;br /&gt;Notes,&amp;nbsp;caveats&amp;nbsp;and data limitations: &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;br /&gt;- There is a limited information about measure 10.2.1 in the&amp;nbsp;Land Transport Benefits Framework measures manual&amp;nbsp;– that is,&amp;nbsp;its&amp;nbsp;intent, scope, forecasting methods etc are not defined yet. &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;br /&gt;Mode share data, that is main means of travel to work and education, is sourced from census&amp;nbsp;2018 and&amp;nbsp;2023&amp;nbsp;SA2&amp;nbsp;outputs produced by Stats&amp;nbsp;NZ.6 &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;br /&gt;The data for all public transport (PT) modes (buses,&amp;nbsp;trains&amp;nbsp;and ferries) is aggregated together. &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;br /&gt;Data&amp;nbsp;for&amp;nbsp;measure&amp;nbsp;10.3.1&amp;nbsp;is sourced from the Accessibility Toolkit (ATK), using 24/25 (March) data and 2023 Census Area Units.&amp;nbsp;It is the same data methodology used for NZTA's Access 1 20222/3 Statement of Performance Expectations (SPE) measure. &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&amp;nbsp;&lt;br /&gt;- It uses network-based travel times (by mode) between household locations and&amp;nbsp;social &amp;nbsp;opportunities&amp;nbsp;(including education, health care, supermarkets)&amp;nbsp;by mode in AM peak (0700-0900 non-holiiday).&amp;nbsp;This uses recorded travel times for general traffic, bus timetables for PT and road network distance with a constant average speed applied for&amp;nbsp;cycles (the&amp;nbsp;default used in&amp;nbsp;OpenTripPlanner,&amp;nbsp;which is 5m/s = 18km/h). &amp;nbsp;If PT travel times do not exist, or are less than walking travel times, then the walking travel time is reported as the PT travel time. &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;br /&gt;"• Cycling mode is for the door-to-door cycle time for a confident cyclist who is willing to cycle on the road.&amp;nbsp;&lt;br /&gt;• Public transport mode includes walking to/from the stop and both transfers and transit time.&amp;nbsp;&lt;br /&gt;• Driving mode includes time to find a carpark and&amp;nbsp;&lt;/p&gt;</idAbs>
