The layer shows detailed distinctions within the seven unincorporated Community Service Areas. The CSA boundaries were created as a result of ordinances adopted by the King County Council to improve interaction between representatives of King County and residents of unincorporated King County. The layer will allow identification and analysis of six major potential annexation areas (PAAs) within the West King County Area and the portions of the remaining six CSAs without the incorporated areas they include in the more general Community Service Areas layer.
For more information about this layer please see the <a href='https://www5.kingcounty.gov/sdc?Layer=COMMUNITY_SERVICE_DETAIL_AREA' rel='nofollow ugc'>GIS Data Catalog</a>.<br /><br />Boundaries of the seven King County Unincorporated Community Service Areas (CSA). The CSAs are broken out in two ways. In West King County Areas the largest potential annexation areas (PAAs) are indicated by name in the CSA_SUBAREA_NAME field while all other PAAs have a value of "Other PAAs". For the remaining six CSAs the CSA_SUBAREA_NAME is "None" for unincorporated areas and the name of the relevant city for incorporated areas. For analysis purposes, selecting the features where Unincorporated = 1 will provide only the features within the municipal jurisdiction of King County.

Updated West King County Areas to reflect annexations as of the processing date. A geoprocessing model has been created and is stored in TFS.
Annexed areas in the main urban designated portion of the county are not included in Community Service Areas.

This layer was created from the version of community_service_area_area that was updated by Paul McCombs in September of 2018.
An identity analysis with city_area was done to identify the portions of the rural CSAs that are incorporated areas. This resulted in many insignificant polygons on the edges of all seven CSAs which were deleted. This suggests an improvement can be made on the community_service_area_area layer to better align with the latest city layer updates.
Six major PAAs were identified with consultation of Ivan Miller and Cheryl Markham.
The CSA_SUBAREA_NAME field was added and populated with information based on PAA_area and city_area.
The Unicorporated field was added and populated with information based on city_area.

Implemented KCCP2020 LUMA changes that affected Urban Growth Boundary due to requirement for UGA: LUMA 5.a - East Cougar Mountain; LUMA 6 - Maple Valley UGA Changes. These changes had previously been implemented in the layer after the adoption of the 2020 KC Comprehensive Plan, then rolled-back due to changes to the corresponding King County Countywide Planing Policies needing to be ratified, which happened June 1, 2021.
