            <statement> Sewer is a dataset consisting of the line depictions of sewer pipes (gravity, force main, etc.) of the King County wastewater conveyance system.  It is a part of a larger database called the Facility Inspection Retrieval System (FIRS) that contains all features related to that conveyance system including factilities, outfalls, flow monitors, etc.  
   FIRS was created in the 1980s as a series of INFO tables used to inventory conveyance assets.  As GIS gained traction in the 1990s these INFO tables were integrated into an ArcView supported dataset based on shapefiles and an MS Access backend.  At that point facilities and sewers were the two primary feature classes with related sewer inspection data kept in the MS Access database (inspection, condition, and repairs).  Editing and relationships were managed via Avenue scripts.  
   In the early 2000s King County GIS migrated from ArcView/ArcINFO to the new ArcGIS suite and with it came new capabilities.  The FIRS database was loaded into SDE and the new topology tools took over for the old Avenue scripts.  Around the same time,  the Wastewater Treatment Division (WTD) bought a new CCTV inspection truck and with it new software (GraniteXP) that handled the inspection data in a geodatabase.  Inspections became a feature class instead of a relative table.  But inspections, conditions and repairs were no longer updated in FIRS.  However, local sewers and facilities, outfalls, flow monitors, and other related accessory data have been introduced into FIRS because of the obvious topological relationships.  
  When FIRS was first conceived and built it was as a simple inventory.  With the GIS functionality the location of these facilities became more crucial.  However, the small scale at which most of the data was utilized (1:50,000 to 1:250,000) meant that accuracy was not the primary concern.  Originally facilities were placed relative to other features in the GIS based on ortho photos and the cadastral base.  When possible coordinates from the record drawings were used but often the feature was placed within 20'-50' of it's actual position.  This was adequate in the early 1990s at the scales being used. 
   As GIS has become a more critical part of planning and analysis the expecations of FIRS as a tool has increased.  WTD now expects FIRS, and all GIS, to have an accuracy similar to CAD drawings.  To this end there is an ongoing effort to increase the accuracy of facility and sewer positions, both vertically and horizontally.   Now, WTD uses record drawings, GPS, high accuracy orthophotography, and LIDAR to ensure the accuracy down to the 2'-5' level horizontally and sub-foot vertically.  An intern program from 2008-2015 gps'd the bulk of all WTD facilities.  
   One of the functions that relies heavily on FIRS is the WTD hydraulic modeling effort.  The models utilize the location, size, material, length, and elevation from the FIRS data to calibrate to flow monitoring data. Difficulty calibrating the models frequently highlights attribute and consitency errors in FIRS.  Research to uncover these errors by the modeling group is fed back into the FIRS dataset to ensure that accuracy and completeness are always improving.  </statement>
