Data set is assembled from available sources, reviewed for the ability for the location to be seen in 1 foot or better resolution data. Data from various sources was assembled into a common database schema. Points were reviewed for visibility in 2007 and 2009 imagery. Points not easily identified were removed from set. For each new imagery project, a new suit of items is added: X_project_identifier, Y_project_identifier, and ST_project_identifier. The ST_ item is encoded as to the use of the point in that project. The master feature class is then copied to a new featurclass called photo_control_project_identifier. The new featureclass is edited against the project imagery, with points valid for accuracy analysis moved to the location found on the imagery. After all points are reviewed, the new X,Y location are added to the edited layer. These new XY values are added to the appropriate project_identifier columns in the master control data spreadsheet. A python routine is used to recreated the master control featureclasss with the updated values. The XY survey values and the project_identifier XY values are exported to a spreadsheet for calculation of the RMS error. 2009 Additional items were added to store information about the evaluation of the control points relative to recent (past 2 year) orthophoto projects. Each photo project contains information about the x,y coordinates as viewed on the imagery, the x,y offset as well as absolute values of offset in x and y and total x + y offset.
