King County layer REFGRID and Snohomish County layer QTRSECTION were merged. Some adjustments to the border between the counties were required. Although these were generally minor spatial adjustments, they do not necessarily conform to underlying cadastral bases. Adjustments were generally made by moving Snohomish County features relative to King County features.

An attribute scheme was designed to accept attributes from each county's data table. Attributes were recalculated and reformatted as necessary but not changes to the attribute values were made.

PLSS_QTR was updated using the PLSS_AREA from Assessments. Some corrections were done to the PLSS_AREA prior to update. They include attributing 1 polygon that had no attributes, and correcting a wrong section number for proper dissolving into Section and Township layers. The Python script: update_plss.py
exports
the metadata, adds missing fields to PLSS_AREA, calculates the fields, fixes errors in the PLSS_AREA, updates PLSS_QTR_AREA, dissolves the quarter sections into sections and townships, then imports the metadata back to quarter, section and township layers.
