It is used as a situational awareness and documentation tool. A component is the ability to map data related to the incident. WebEOC has a mapping tool, but it is limited to WebEOC users. This limitation has two consequences. First, if the mapping features need to be shared outside the WebEOC community, sharing the data with a GIS platform is necessary. For example, if the City opened cooling centers during an extreme heat event, the cooling center locations and relevant attribute information will need to be shared with the public. Other information will need to be shared with front-line City staff but not the public. For example, where an incident command post is located. In the past, data was exported from WebEOC to a spreadsheet and then imported into ArcGIS Online. This process introduces the second consequence: updating the data is too slow in high-tempo emergency response. WebEOC users can map emergency response locations in WebEOC. The information is transferred to ArcGIS online. Doing so eliminates the need for emergency responders to have ArcGIS Online licenses while enabling them to update locations in real time without the need for a GIS analyst to help. Workflow on the WebEOC side ensures that location and attribute data is accurate. During the 2023 ice storm, the City of Seattle designated libraries as warming centers, but Seattle Public Libraries had trouble staffing and opening libraries. Operating hours sometimes changes multiple times per day.
