This latest version of the statewide Road Centerlines was created to support New Jersey's future Next Generation 9-1-1 system, along with the current needs of Public Safety Answering Points (PSAP) using New Jersey's current Enhanced 9-1-1 (E9-1-1) system. It also will be used to help support the New Jersey Department of Transportation, local government asset management needs, and statewide geocoding.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The New Jersey Office of Information Technology, Office of GIS (NJOGIS), in partnership with several local GIS and public safety agencies, as well as the NJ Department of Transportation, has built a comprehensive statewide NG9-1-1 database meeting and exceeding the requirements of the National Emergency Number Association (NENA) 2018 NG9-1-1 GIS Data Standard (NENA-STA-006.1-2018). The previous New Jersey statewide road segment data (Tran_road_centerline_NJ), which included the road name alias information, has been transformed into the NENA data model to create the street name alias table.</SPAN></P><P><SPAN>The existing road centerlines were loaded into New Jersey's version of the NENA NG9-1-1 data model using Extract, Transform and Load (ETL) procedures created with Esri's Data Interoperability Extension. The data subsequently have been updated and corrected.</SPAN></P><P><SPAN>The road centerlines no longer contain any linear referencing information. The linear referencing will only be maintained by the NJ Department of Transportation as part of the NJ Roadway Network.</SPAN></P></DIV></DIV></DIV>

To use the street name alias table, build a one-to-many relate or relationship class from the road centerline feature class to the street name alias table, using RCL_NGUID as the key on both sides.
The previous NJ road centerlines originally came from the NJ Department of Transportation's NJ Roadway Network. Automated processes were run to create road centerline segments, add road names, add address ranges from US Census Bureau data, among other things. In addition, a considerable amount of manual editing and updating was done. See metadata for source data, Tran_road_NJ, for details about development of that data set.
Data sources differ for each county and within some counties by municipality. Road centerlines vary in accuracy depending on the source of the data.
The entire extent of New Jersey, including all municipalities, is covered. However, within each municipality, there may be gaps in completeness. Ultimately, it will be the responsibility of the local 9-1-1 authority to complete their jurisdiction and keep the data up to date.
Various validation queries were used to find many of the issues present in the road centerline data. Various fields like postal community and postal code have incorrect values. Street name fields have been standardized for the entire state. There are street names that do not correspond to the address point street name, or street names that need to be verified. The original conflation process for street names created cases where the main road street name was conflated onto one or more intersecting side streets. Many of the address ranges overlap or do not correspond to the adjacent address points. All of these issues are gradually being examined and corrected.
Horizontal positional accuracy varies according to original source and development process. Roads are manually reviewed against the most current orthophotography available at the time of submittal or creation. Roads were digitized to the visible center of a street (cartway). Digitizers were trained to visually check work against orthoimagery. A random QC was completed for consistency. Roads taken from other sources were minimally edited to provide connectivity within the network and to bring the representation within the cartway as shown on 2012 or newer orthoimagery. Newer updates are reviewed or created using the most current orthophotography available.
Data validation was run to standardize the road name fields and batch correct some other errors and inconsistencies.

Extract, Transact and Load (ETL) processes were run using the Data Interoperability Extension from ArcGIS Pro 2.4.1 to transform the original road centerlines data into the NJ NENA GIS data model schema for roads.
After data loading was completed, validation processes were run to determine that the attributes were properly loaded into the correct fields. Where needed, some data standardization was performed.
