Most of the public schools were initially located in 2003 by the New Jersey Department of Environmental Protection, and were checked in 2007-2020 by the NJ Office of GIS (NJOGIS) against NJ Department of Education (NJDOE).</SPAN></P><P><SPAN>Charter schools were located in 2011 and checked through 2020 by NJOGIS against the 2020 NJDOE table of public schools that also lists charter schools.</SPAN></P><DIV><DIV><P><SPAN>The present data set of private schools is the result of checking and updating the previous locations by processing the tabular data that were acquired from NJDOE in August, 2020. Private schools were located initially in 2010, and updated later for Somerset County using the spatial data provided by Somerset County GIS team</SPAN></P></DIV></DIV></DIV></DIV></DIV>
This data set was created for general cartographic use. This data set has NOT been ground checked thoroughly. It should not be relied upon exclusively for emergency routing.
Most of the public school records were derived from 2003 data sets created by the New Jersey Department of Environmental Protection. In 2020 public, charter and private schools were checked and records were updated state-wide by address-matching the tables published by the New Jersey Department of Education.
New school records were address-matched, located and checked against the 2015 orthophotography, by driving directions, web-site photos, or site visits. Closed (or removed from the NJDOE list) schools are excluded from the data set. The process of locating and checking ended February 2021.
Documentation for attributes is in two additional tables: Schools_data_dictionary, and Schools_lineage _LU.
Most of the records in this feature class can be joined to NJDOE tabular data in a 1 to 1 relationship, based on the PREF_ID_NUM attribute which is a concatenation of District code, School code, and County code. The attribute LOC_QUAL (Location Quality) has estimated values of the location confidence - Low, Medium, or High - depending on the method of school location and checking. For explanation see Schools_data_dictionary.
Users should note that previously-mapped locations have been re-used for any points with a good PREF_ID_NUM match to a current NJDOE record. In a few cases, the school may have moved without a change in PREF_ID_NUM. There currently is no easy method for OGIS to detect these erroneous locations.
Users are encouraged to inform the data set contact of errors.

No topologic testing was performed. Most records were created in 2003, others in subsequent updates.
All records from the NJDOE public and non-public school tables of August, 2020 were downloaded and located.
Schools from the previous release that were not in the table but have been confirmed to be active and open are included in the data set.
NJOGIS checked school websites where possible to find additional campus locations for Charter & Non-public schools. Queries were run between DOE table and school points to find missing records.
Office of GIS doesn't maintain contact information except on recently researched records. Users who require current contact information should obtain it from downloadable NJDOE school tables.
Attributes were compared to the DOE source table for errors.
Point location quality is coded in attribute LOC_QUAL. See dictionary definitions Sch_data_dict.dbf.
The update workflow currently in use does not reliably identify a school that retains the same ID but changes location.
School addresses were compared to DOE table addresses, orhophotography, and Google Street View to determine correct schoool location.

New updated NJDOE tabular public school data were downloaded in csv format from the NJDOE website and tables were converted to MS Excel as spreadsheets.
The xlsx tables were exported to a file geodatabase table as dbf files.
Three dbf tables were created out of source tabular data: Public Schools (public schools of all counties were loaded into a single table), Charter schools (County Code = 80), and for Non-Public Schools (private).
All of the dbf tables were combined into 1 file geodatabase table containing all of the DOE listed schools broke down by cateory (Public, Non-public & Charter). This table was joined to the existing school point by the PEF_ID_NO field.
A series of queries were run to find the differences between the existing school points and new DOE school table. Any missing school points were added based on the information in the DOE schools table. Any DOE school address that differed from the address information in the school points was investigated and the school point moved when appropriate. School name changes were updated in the school points. Any school that apeared to have been closed were changed to a status of closed and will not be within the published school points dataset, but will remain archived in the maintenance model.
Existing school points with a low location quality were investigated. The point was moved if reseacrh indicated a different school location. If the existing point location was deemed acceptable the location quality was updated to high.

NJDOE tabular data of 2020 were compared to the spatial data set of 2019 public schools by joins and relates in both directions on the composite field PREF_ID_NUM.
The 2019 feature class was joined to the DOE table. Unmatched records are either existing schools that have new county, district or school codes, or brand new schools that appeared in the later NJDOE table but not in the existing spatial data. Schools revealed that were in NJDOE table but were not in OGIS data set were examined online, geocoded, identified and located. Attributes were transferred from the 2019 NJDOE table.
Geocoding, or Address-matching was performed using New Jersey Road Centerlines Data (release August 2015). An address locator style USStandards_NJ was used. Side offset of 20 feet and end offset 3 percent were used. Spelling sensitivity was set at 80 and Minimum match score was set at 85.
Then geocoded addresses were manually placed to school buildings according to Parcel records and 2015 aerial imagery. Locations for new schools were checked against 2015 aerial imagery and school web-pages.

The NJDOE table was joined to the school feature class. Unmatched records were identified as retired or questionable. Schools from the previous data set not included in 2020 DOE list but open and active according to research were examined, attributes were edited when necessary, and thus the number of records in NJOGIS data exceeds DOE's tabular data records.
88 schools have either closed or unknown status. 3736 schools are open.
All unmatched records were examined for changing addresses and respectively, county and district codes. Attributes were updated.
The resulting 3824 points were loaded into a new feature class.
Schools that were in older feature class but not in the 2020 NJDOE list were examined, and it was found that the certain number of schools are active and open but did not report to NJDOE to be included in the list.

For charter schools that have multiple campus locations, all known campus locations have been added as individual point features. The predominate source for the additional campus locations was the individual charter school website. New campus points were created on the building at the address listed on the charter school website. School location was also confirmed where possible using Google Street View. The NJ Department of Education only stores one record for each charter school. They do not have individual records for each campus location.
For schools having the same PREF_ID_NUM but split in more than one campuses at different addresses, a unique school dentifier (SCH_GUID) was used.
