<div style='text-align:Left;'><div><div><p><span>This parcels data set is a spatial representation of municipal tax lots inside the Transit Villages. The parcel have been extracted from the NJ statewide parcels composite by the NJ Office of Information Technology, Office of GIS (NJOGIS). Parcels at county boundaries have been modified to correspond with the NJ county boundaries and the parcels in adjacent counties.</span></p><p><span>Each parcel contains a field named PAMS_PIN based on a concatenation of the county/municipality code, block number, lot number and qualification code. Using the PAMS_PIN, the dataset can be joined to the MOD-IV database table that contains supplementary attribute information regarding lot ownership and characteristics. Due to irregularities in the data development process, duplicate PAMS_PIN values exist in the parcel records. Users should avoid joining MOD-IV database table records to all parcel records with duplicate PAMS_PINs because of uncertainty regarding whether the MOD-IV records will join to the correct parcel records. There are also parcel records with unique PAMS_PIN values for which there are no corresponding records in the MOD-IV database tables. This is mostly due to the way data are organized in the MOD-IV database.</span></p><p><span>The polygons delineated in the dataset do not represent legal boundaries and should not be used to provide a legal determination of land ownership. Parcels are not survey data and should not be used as such.</span></p><p><span>The MOD-IV (Tax Assessor's) table for the county is packaged together with the parcels as one download. The MOD-IV system provides for uniform preparation, maintenance, presentation and storage of property tax information required by the Constitution of the State of New Jersey, New Jersey Statutes and rules promulgated by the Director of the Division of Taxation. MOD-IV maintains and updates all assessment records and produces all statutorily required tax lists for property tax bills. This list accounts for all parcels of real property as delineated and identified on each municipality's official tax map, as well as taxable values and descriptive data for each parcel. Normalization of the parcels data is done in concert with statewide municipal boundaries data, provided by NJ Office of Information Technology, Office of GIS (NJOGIS), as the spatial framework within which to align the parcel data. The resulting, normalized parcels data accurately and correctly edgematch at and across most municipal boundaries. Improvements to the municipal boundaries data also are made during this process and are released occasionally as warranted.

This digital data set was created by using scanned tax maps for all of the municipalities within Camden County, New Jersey. The images were georeferenced to the 2002 color digitial orthophotos for the state. Software customization was developed to standardize data capture as well as processing. Quality control/quality assurance methods were developed and used throughout the entire data capture and processing. Each municipality was created individually and then combined into one county file at the end of the project.

As part of the New Jersey Office of Information Technology, Office of GIS (NJOGIS) effort to develop a statewide composite of parcel data sets, parcels sharing boundaries with municipal boundaries were modified to be coincident to the municipal boundaries data developed in 2008 by NJOGIS and adopted by GIS users throughout the state. Parcel boundaries that cross municipal boundaries were also modified to properly align at and across the municipal boundary. Three additional attribute fields were added to the attribute table to help note changes that occurred as a result of this process. They include a field to store the original size of the parcel before editing, a field to store the percentage change in area size, and a field to code parcels that were significantly altered in size and/or shape. After parcel geometry edits were completed, the area percentage change was calculated by comparing the size of the original area to the modified area using the following calculation, ([Shape_Area] / [OriginalAREA]) *100. Each parcel with a value below 90 percent and above 110 percent was considered significant and reviewed more closely against 2007/2008 orthophotography and municipal tax maps to determine if the parcel modification was appropriate. If, upon further inspection, the parcel modification was not consistent with the dimensions or acreage values shown on tax maps and/or orthophotography, the parcel (and neighboring parcels, if necessary) was again modified to minimize the size and/or shape distortion of the polygon. After additional editing, the area change was recalculated. If the recalculated change was still outside of the acceptable distortion level, the parcel was given a production code with an explanation for why the shape and/or area of the parcel was altered to a significant degree. Definitions for the production codes were given to each data steward to assist in their review of the data. The three additional attribute fields added to the attribute table to help note changes were deleted before final delivery of the data set to the data steward and NJOGIS.

In a continuing effort to improve parcels data quality, the New Jersey Office of Information Technology, Office of GIS (NJOGIS) and the County coordinated work to identify and fix duplicate PAMS_PIN records. Most duplicates were related to condominium qualifier codes. A much smaller proportion were due to incorrect data input and/or duplicate block and lot numbers on tax maps.

2013 parcel updates occurred in nearly all of the 37 municipalities in the County as a thorough review of the tax map and MOD IV records were compared against the existing parcel base. Any spatial or attribute change as a result of this analysis was noted in the LAST_UPDATE attribute field. The primary source data for parcel maintenance were municipal tax maps. However, in the absence of current tax map source data information contained in MOD IV, such as lot dimension, parcel address, and property class, were used in conjunction with the 2012 NJ State orthophotography to construct minor parcel updates, such as the subdivision of a single lot into two lots. The orthophotography was used for georeferencing tax map source data and the alignment of lot lines to ground conditions.

Prior to incorporating the county parcels, QA/QC checks were run against the parcel data. The checks included the following steps:
Topology - The following topology rules were applied and data were validated against these rules. Any parcel errors were corrected or marked as exceptions where appropriate. Gaps for rights-of-way were marked as exceptions:
Parcels must be covered by county polygon
Parcels must be covered by a municipality
Parcels must not overlap
Parcels must not have gaps
Edge Matching - Parcels were edge matched at county boundaries using the tax maps and filed legal documents where required. 2015 NJ orthophotos were used as the base map for this process. All parcels that span a municipal or county boundary, but are only assessed in one municipality, were merged info one parcel based on the muncipality where they are assessed per the MOD-IV database.
Attribute Validation - The following steps were used to validate parcel attributes:
Verified and corrected the PAMS_PIN field against the MUN, BLOCK, LOT and QCODE.
NJOGIS checked the MUN, BLOCK and LOT fields for missing values.
Verified and corrected records with duplicate PAMS_PIN values. There are a small number of records
where the duplicate values could not be corrected at this time.
All QCODE records with a NULL value were replaced with a zero-length string value (blank).

Data topology has been verified to ensure that there are no overlaps and/or gaps between parcel boundaries. Parcel polygon boundaries have been edgematched at and across all county boundaries.
ArcGIS Topology tools were used to validate and correct all topology errors.
Data is as complete as the tax map source data allow. The entire extent of Camden County is complete; however the parcel polygons do not cover the entire area of the county, due to expected right-of-way gaps and waterbody gaps.

QA/QC procedures include the following:
1) Ran query to find records where the PAMS_PIN does not equal the concatenation of MUN, BLOCK, LOT and QCODE field.
2) Used Find Identical tool to find duplicate PAMS_PIN values.
3) Used Find Identical tool to find duplicate PCL_GUID values.
4) Ran queries for blank or NULL MUN, BLOCK, LOT values.
5) Ran query for NULL QCODE field values.
6) Match rate of parcels to MOD-IV and MOD-IV to parcels determined.
Core attributes generally were accepted as reported by the local government steward of the individual parcel data sets (county or municipal). Accuracy likely to vary be data steward.
The PAMS_PIN attribute is intended to be unique and was tested. There are known errors in that there are records in this composite that have duplicated values for this attribute.
In addition, the join of MOD-IV records to parcel records is not complete for those parcels that have unique PAMS_PINs. Some of the parcel records do not have a matching MOD-IV record due to duplicate PAMS_PINs as described above, incorrect PAMS_PIN values, temporal mismatches in the data sets, and the organization of the MOD-IV database. In particular, multiple lot sites that receive one tax bill have only one MOD-IV record, with the other lots listed in the "Additional Lots" fields. There also are representational and numbering errors in the parcel data. There are also MOD-IV records that do not have a matching parcel record, due to temporal mismatches and errors. Quality of MOD-IV attributes were not checked thoroughly. The GIS_PIN was checked and is unique in the MOD-IV table.
Consult the NJ Department of Treasury, Division of Taxation for information on how the MOD-IV table attributes are maintained and checked and process steps in this metadata record for the derivation of MOD-IV attributes.

Horizontal accuracy varies according to original source and development process. Many but not all areas were developed from a combination scanned georeferenced tax maps and statewide orthophotography at a nominal scale of 1:2400.
