<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The Project Management Project Study Area dataset is a polygon layer in a statewide GIS dataset for project study areas identified during project development for transportation projects for NCDOT. This data is gathered by project phase per transportation project and compiled into one statewide GIS dataset to be used for future transportation planning and project development. The project phases that are gathered in this dataset are express design, project scoping and modified post scoping. This dataset is continuously updated with new records as new development projects are completed per transportation project during environmental analysis. </SPAN></P><P><SPAN>Datasets developed under Project ATLAS do not replace any project development work for future projects and may not be used as a replacement for site visits / field surveys by licensed professionals and hence should be used only as a supporting platform for decision making. Use of this dataset for project scoping or screening is merely pre-decisional.</SPAN></P></DIV></DIV></DIV>
This dataset was originally created in March 2020 and updated in October 2022 as part of the Project ATLAS initiative at NCDOT to support project delivery in the development phase. This dataset is a continuously updated compilation of project study areas identified during project development for transportation projects.
Various consulting firms, contracted by NCDOT working for transportation projects, contribute to this dataset. Additional contributors to this dataset are members of the NCDOT Environmental Analysis Unit. Support and maintenance of the enterprise spatial database where this data resides is handled by NCDIT's Transportation GIS Unit.

Data Standards
Completeness, consistency, positional and attribute accuracy are solely dependent upon entities contributing to this dataset. The NCDOT ATLAS Workbench application performs quality control checks on data coming into the enterprise database ensuring that schema is consistent. Checks are made for file name, attribute names, attribute types, attribute length/scale/precision, project number of the feature class vs the values in the ProjNumber field, and date.
Data submitted to the ATLAS gateway through the Workbench tool must follow standards outlined in the ATLAS Standards Document.

The ATLAS Workbench has a validation tool that checks every dataset being uploaded to the SDE Database and rejects any that do not follow the ATLAS Standards Document.

Records for this dataset are collected and added as the Final Environmental Document and their associated geospatial data are delivered via the NCDOT ATLAS Workbench web application. When a project team, hired to complete a final Environmental Document for a particular project, uploads their geospatial data into the ATLAS Workbench application, that data is QA/QC'd to ensure schema consistency and if schema is correct that data is appended to the Project Study Area dataset in the ATLAS SDE. That data is then published as a REST service to be used by web mapping applications.
Project Study Areas are collected by various contractors conducting field work as part of preparation for transportation projects. Field staff use mapping-grade GPS units to record observations. GPS units should be loaded with the appropriate data dictionary files (.ddf) from NCDOT if they are available for the type of data being collected.

The contractor then signs on to the Sharepoint Connect site and navigates to the appropriate project and then over to the ATLAS Workbench and the appropriate discipline. In this case it is Project Management. The data is then uploaded via the Workbench tool by the contractor for validation of the data.

QA/QC is conducted on the uploaded data by the ATLAS validation tool, which checks for filename, schema and geometry. If the data passes validation then it is appended to PM_ProjectStudyArea into Edit SDE. The tool writes the URL for the layer to the Edit SDE in the DOC_URL field. Edit SDE is replicated to Pub SDE. Data is now visible as a web service layer.
