    ​Leelanau County is located in northern Michigan and is coextensive with

   In 2004, the county seat moved to Suttons Bay from Leland to better
  reflect the geographic center of the county.  Leelanau County is rural
  and has a typical rural development pattern – small, densely populated
  village/town centers separated by sparsely populated rural landscape.  
  Leelanau County is one of six counties within the Grand Traverse Band (GTB)
  of Ottawa and Chippewa Indians service area.  Just north of Suttons Bay,
  the Tribe holds roughly 350 acres of non-contiguous trust land that serves as
  one of six GTB tribal communities within their service area.  The
  reservation in Leelanau County houses tribal government offices, one of five
  health centers, Head Start and childcare, the Eyaawing Museum and Cultural
  Center, and the Leelanau Sands Casino and Lodge.   Leelanau County is
  home to approximately 723 GTB tribal citizens. The Tribe is inextricably tied
  to the county, which is the second largest in terms of Tribal member
  population and is home to the Tribal government seat.&lt;br /&gt;

  3,529 residents in Victor Township, 68% are underserved and unserved, with
  approximately 60% (800 households /2,117 residents) lacking an internet speed
  of 25 Mbps downstream/3 Mbps upstream and 4.6% (61 households /162 residents)
  lacking internet entirely (however, based on a 2021 resident survey, it
  appears that roughly 8% of the Township [106 households/282 residents] is
