  therein are designated as rural. The two cities combined have a total
  population of 7,634 with a combined household count of 3,790 as noted by the
  2010 Census. Historically, the County of Eastland has a poverty rate much
  higher than the state average of 14.9%. The Census Bureau indicates that the
  poverty rate for the county in 2000 was 19.6% and as of 2018 was 18.7% a
