the 2020 census data, Brewster County has a

The proposed project will serve the rural areas of Cherokee County, Texas.
The county is approximately 1,062 square miles and is home to
approximately 50,845 people, 18,138 households, as of the 2010 Census.
23,761 of them live in the incorporated areas of Jacksonville (14,544), Rusk
(5,551), Alto (1,227), New Summerfield (1,111), Wells (769), Gallatin
(419), and Cuney (140). The rest live in unincorporated, rural areas of
the County. There are a total of 18,138 households in the County including
7,413 located in incorporated areas and 10,725 in unincorporated areas.
Roughly 2,300 of those households are located in served areas near the
incorporated towns.<br />

The proposed project areas of Hico and Hamilton area
extremely rural and sparsely populated with only 10.2 people per square
mile. The Hico project area will
require approximately 21.82 miles of buried fiber cable
construction through rocky and rough terrain to reach the 236
unserved locations and deliver 1 Gbps broadband. The Hamilton
project area consists of 9.13 miles of buried fiber cable
construction also working through rocky terrain to reach 150
locations. The presence of rock combined with the
rurality creates specific
obstacles that increase the cost to provision FTTP in
these areas. The businesses in the area reflect the needs of
the agricultural economy of this rural farming community, an industry
subset with a growing need for broadband connectivity to modernize and
farm with greater efficiency. <br />

the Census Bureau's urban-rural classification Eastland County and the cities
therein are designated as rural. The two cities combined have a total
population of 7,634 with a combined household count of 3,790 as noted by the
2010 Census. Historically, the County of Eastland has a poverty rate much
higher than the state average of 14.9%. The Census Bureau indicates that the
poverty rate for the county in 2000 was 19.6% and as of 2018 was 18.7% a
decline of 4.6%.</td>
