Description: OverviewThese are parcels that were extracted on 1/18/23 for unincorporated West San Gabriel Valley. This layer has selected Assessor taxroll information as well as information related to zoning consistency as outlined in the sections below. This layer will be the basis for generating the proposed zoning and land use policy for this planning area effort. Below are brief descriptions of what is depicted in the attributes, some important notes to consider, and update history.Assessor Taxroll informationThis data layer shows the selected attributes from the Assessor taxroll, including APN, site and mailing addresses, existing land use types, building information (shown in 5 groups of fields for those parcels with multiple buildings: building design type, year built, unit counts, building square footage), Owner name, and taxroll year.IMPORTANT NOTE: This parcel layer has Owner Name in it, and is needed in online apps for DRP staff. Please insure that 'Owner Name' is not visible if publishing to a public-facing server.Land Use and Zoning ConsistencyThe Department of Regional Planning's GIS Section also appended existing land use policy and zoning information. We also generated zoning consistency categories to show which of these land use and zoning combinations are consistent, which are not, and which ones need more research. This will be used during the early phases of the plan to begin generating proposed land use and zoning categories. At the start of the planning update process, only the sites identified for rezoning in the 6th cycle of the Housing Element Update show a proposed zoning or land use policy category. IMPORTANT NOTE: Parcels were physically split in cases where there are more than one zoning or land use policy category. These are flagged in the 'SPLIT_STATUS', and the 'Multiple APN' fields. Duplicate ParcelsIt is important to note that the Assessor maps multi-family properties that have different owners (condos and townhomes, for example) as duplicated parcel polygons that are "stacked" on top of each other. These duplicated parcels have different attributes (APN, owner name, etc.), but have the same spatial area. As a result, using the default Area field in the data will create duplicated square footage that can inflate any analysis done (like a buildout). A "Find Identical" analysis was done on this layer on 8/29/23 to find these duplicated polygons, and fields were added that show the following:Updated Area (square footage) - This is the area field that was updated for all records in the layer, but if there were duplicate polygons on a condo lot, the original area was divided by the total number of duplicate polygons to reduce to square footage properly.Has Duplicate Parcels? - Flags those with duplicate polygons (YES/NO)Duplicate Parcels ID - Unique identification number assigned to each cluster of stacked, duplicated polygons.Duplicate Parcels Count - Total number of duplicated parcel polygons (used to calculate the "Updated Area" field).Update TrackingThis data layer shows when each parcel was last updated with the 'Last Edited' field. This layer is being used in a map service for DRP staff to help in making proposed land use and zoning edits. There will also be a public facing map service published that will be shared in ArcGIS Online - this service will not be editable, nor show Owner Name. As of 7/25/23, this service has yet to be created. Below are the general update history notes for this layer.Update History:3/1/23 - Finished Westside Planning Area with final schema updates. Exported from 'Parcels Selected' (\area_plans\Area_Plans_Parcel_Analyses) to SDE PROJECTS DB (PROJ_DRP_AP_ZONING_CONSISTENCY_WESTSIDE).4/25/23 - Finished South Bay Planning Area with final schema updates. Exported from 'Parcels Selected' (\area_plans\Area_Plans_Parcel_Analyses) to SDE PROJECTS DB (PROJ_DRP_AP_ZONING_CONSISTENCY_SOUTH_BAY).5/25/23 - Finished West San Gabriel Valley Planning Area with final schema updates. Exported from 'Parcels Selected' (\area_plans\Area_Plans_Parcel_Analyses) to SDE PROJECTS DB (PROJ_DRP_AP_ZONING_CONSISTENCY_WSGV).7/24/23 - Filled in more of the zoning consistency status categories per feedback from CSE staff.9/2/23 - Added fields to indicate 'condo parcels' that have duplicate, stacked parcels that indicate a condo property. The Assessor codes a lot of these kinds of properties by having multiple parcels with different APNs, owner name, etc., but with identical sizes. Added fields flag these areas and reduce the square footage as appropriate (eg. if a condo property has 25 parcels with identical sizes, then the square footage is reduced after dividing by 25).11/16/23 - Added fields: 'Comments (Phase 2)', and 'ESA Growth Area'2/7/24 - Made several edits to prepare layer for models that will generate Proposed Zoning and Land Use Policy layers. Also incorporated CSE team's comments related to what ESA proposed. Added the following fields:Zoning Change? - YES / NOLUP Change? - YES / NOChange Type - HEU / Growth / AdminAltadena LUP Orig - Copied the existing Altadena CP categories here, then coded 'Land Use Policy' with the existing equivalent GP categories.2/15/24 - Incorporated several Proposed Zoning and LUP changes from the CSE team, to prep for delivery to ESA.2/24/24 - Coded all proposed Zoning and LUP change parcels with a 'Change Type' - 1st draft.3/7/24 - 3/12/24 - Updated to reflect latest proposed Zoning and LUP changes made by CSE staff.6/13/24 - made some parcel specific changes to La Crescenta and South Monrovia Islands (HEU update for that one).6/25/24 - Removed some portions of parcel polygons that were within a city, and a large portion of a parcel in Altadena that was within the Antelope Valley community / planning area.8/19/24 - Updated a few parcels based on community feedback during the commenting period.
