Snapshot_HUD_Picture_Subsidized_Households (FeatureServer)

Service Description: Displays U.S. Census tracts of HUD housing units under contract for federal subsidy and available for occupancy with selected enumerated variables totals as reported (December 2020 ) in the HUD Picture of Subsidized Households dataset. Variables are highlights of the summation category of "Summary of all HUD Programs" to include Public Housing, Housing Choice Vouchers, Moderate Rehabilitation, Project Based Section 8, RentSup/RAP, S236/BMIR, 202/PRAC, 811/PRAC. Additionally, tracts are attributed with HUD assisted households with children age 4 -12 active count totals, obtained from PARIS longitudinal data - Section 8 Tenant Based Vouchers (Section 12 of form 50058); sum count does not include multifamily households. Web map service created to support the HUD COVID Vaccine Initiative Working Group efforts for vaccine outreach and engagement with HUD assisted households. Description:

HUD Picture of Subsidized Households Background: Since passage of the U.S. Housing Act of 1937, the federal government has provided housing assistance to low-income renters. Most of these housing subsidies were provided under programs administered by the U.S. Department of Housing and Urban Development (HUD) or predecessor agencies. All programs covered in this report provide subsidies that reduce rents for low-income tenants who meet program eligibility requirements. Generally, households pay rent equal to 30 percent of their incomes, after deductions, while the federal government pays the remainder of rent or rental costs. To qualify for a subsidy, an applicant’s income must initially fall below a certain income limit. These income limits are HUD-determined, location specific, and vary by household size. Applicants for housing assistance are usually placed on a waiting list until a subsidized unit becomes available.

Data Variables included in this web map feature service from the HUD Picture of Subsidized Households  and longitudinal datasets are below:  

*Data values in the full dataset that were annotated as missing, suppressed  or not reported were changed to "Null".   Adjusted HUD assisted households ratio field (adjusted_ratio) values great than 100% were changed to 100%.  Ratio % calculated using the 2020 HUD Picture of Subsidized Households datasets' "total_unit" field  and Census ACS 2017 total count housing unit (B25002EST1_THUnits).
