Description: State and Territorial Emergency Management Regions as defined in state plans and other sources. Sources for each state/territory's plans are given in the source field. For DE, DC, and Guam no regions were defined in their plans so the entire state/territory is defined as its singular region. In VI, American Samoa, and the sovereign nations under Compacts of Free Association, no regions were defined, but each municipality within those areas is defined as a region or subregion for initial planning purposes. Sources for those areas were taken from Wikipedia definitions and may not be authoritative.
