<idAbs>
These Flood Elevations (FE) can serve as a guide to understanding the current coastal flood hazard risk and the elevations that communities should build to in order to protect themselves from future flood events. As part of the long term recovery effort, the FEs are a tool for Federal, State, and local officials, building officials, builders and architects to make informed decisions during rebuilding and to mitigate losses from future flood events, safeguard lives, and protect the private and public investment in rebuilding.

This Critical Action Floodplain Map Tool (Tool) combines the 0.2% annual chance (“500-year”) flood elevation indicated on the Advisory Flood Maps with the Shaded-X zone from the Preliminary Flood Insurance Rate Map (PFIRM) and the coastal transects of the Preliminary Flood Insurance Study. The purpose of this Tool is to unite multiple data sources. It can serve as a guide in determining the minimum flood elevation for critical actions. Where the Tool displays an elevation (e.g EL 9), the value is an approximation of the 0.2% annual chance flood elevation including wave action as was depicted on the Advisory Flood Maps.

This Tool is to be used to determine the minimum flood elevation for critical actions in areas that are undergoing the map revision process and have Advisory Flood Maps and PFIRMs. This Tool should be used in the following manner:

1. Locate the site of the critical action on the Critical Action Floodplain Map Tool (Tool).

2. Identify the elevation marked on the Tool for the area of the critical action.

a. If any part of the critical action is located in one or more Critical Action Floodplain Areas Subject to Wave Action, the greatest elevation is the minimum flood elevation.

b. If the critical action is located entirely outside the Critical Action Floodplain Area Not Subject to Significant Wave Action, the minimum flood elevation is 0.2% Annual Chance (500-yr) Stillwater Elevation (SWEL). The SWEL can be identified by clicking the map where the action will occur. These values are derived from the appropriate Preliminary Flood Insurance Study. (Transects have been provided to assist in further analysis.)

c. If the critical action is entirely outside any delineated area on the Tool, then the critical action is outside the Critical Action Floodplain.

In some locations, the 0.2% annual chance SWEL will have a value slightly higher than the 0.2% calculated flood elevations with wave action closer to the shoreline. In these areas, strong consideration should be given to using the higher elevation to account for the uncertainty inherent to risk calculation.

As an alternative to the Tool, the 500-year flood elevation may be calculated using detailed, site-specific engineering analysis developed using accepted coastal engineering methodologies by a licensed professional.

This Tool is non-regulatory and is intended as technical assistance only in determination of the 500-year flood elevation.
</idAbs>
