This service area layer was created in ArcMap because Pro was not following topology (it would have small slivers and overlaps when I created Split polygons for the service area analysis). It was created from Streets_ND_1 network. Creation Process: In ArcMap, drag and drop fire stations to load locations in network analyst window+gt; Network Analyst Layer Properties+gt; Analysis Settings tab+gt; Settings: Impedance: Times (Seconds); Default Breaks: 900; Uncheck Use Time; Direction: Check Away From Facility; U-Turns at Junctions: Allowed; greyed out Use Hierarchy; Check Ignore Invalid Locations+gt; Polygon Generation tab+gt; Check Generate Polygons; Polygon Type: Detailed; Check Trim Polygons: 500 Meters; Excluded Sources: Uncheck Streets; Multiple Facilities Options: Not Overlapping; Overlap Type: Disks+gt; Ok+gt; Solve the Current Analysis. After creation, it was manually edited in pro to get rid of "islands" using map topology and the Align Edge edit tool. After manual edit, the exported service area polygon layer was clipped to the City's municipal boundary.
