In June of 2005, Tompkins County ITS GIS Division entered into a contractual service agreement with Hitachi Software to provide building footprint data from 2002 infrared Ortho Imagery using the Hitachi HouseDiff method. See <http://www.hgiis.com/services/serv_housediff.html> for more info on HouseDiff. The result of this contract was a shapefile of building footprints with 44,711 features received by Tompkins County on August 3, 2005. As spelled out in the contract Tompkins County had 30 days after receipt to review the building footprints for errors and to provide feedback to Hitachi Software before the deadline. This deadline was extended to September 30, 2005 via a letter from Hitachi Software received by Tompkins County on September 2, 2005. The two parties agreed that feedback would be provided in the form of a point shapefile consisting of two fields; "status" and "comment." The values for the "status" field are denoted in the enumerated domain values for the "status" field under the Entity Attribute section of the feedback point metadata. Comments were also added when necessary. The data was derived via manual inspection of each image tile from the countywide orthoimagery dataset with the exception of those tiles covering the City of Ithaca. Photographs were used by the Tompkins County review team to detect differences in shape and to help with missing buildings where applicable. The building dataset was processed by Hitachi on a parcel-by-parcel basis using 2002 County tax parcel data and original 1991-1995 Planimetric Building footprint data. Feedback (point shapefile) was sent to Hitachi, and a final building footprint dataset with changes from the feedback process was received on October 5, 2005. These buildings were manually inspected by grid to ensure that the buildings correlating to each feedback point were processed. The resulting data file was copied and merged with the buildings covering the City of Ithaca that from the original 1991-1995 Planimetric building footprint data.
From 2005 to 2019 Data has been continually updated via heads up digitizing as new aerial photography becomes available. Data has been migrated to various formats for distribution and mainatenance. Current data since August 2018 has been maintained in an Enterprise Geodatabase format via SQL Server and is expoted as needed to ArcGIS Online and other internal applications in shapefile or file geodatabase format.
