IBAs were identified through a site nomination process, under one or more of the following criteria: sites for species at risk, sites for large congregations of bird species, and sites for responsibility species assemblages with particular habitat preferences. Each site was reviewed by a technical committee of scientists, conservation professionals, and knowledgeable citizens. The Important Bird Areas data set was developed to portray a network of areas that are significant to the conservation of birds in New York. The data should be displayed at scales appropriate for each Important Bird Area polygon. The boundaries should not be perceived as absolute, definite boundaries. Rather, the boundaries should be considered approximations of areas critical to birds. No responsibility is assumed by the National Audubon Society or Auduon New York in the use of these data. The original Important Bird Areas data set was not in a spatial format. IBAs were given spatial representation as points in 2001 and updated in 2004 and 2007. Comprehensive site specific surveys have not been conducted for each IBA, therefore, these data cannot be relied on as a definitive statement of the presence or absence of all species at a given location.
