mapping project involving aerial photography, ground control survey,
analytical aerial triangulation, digital planimetric and digital
topographic mapping of the City of Raleigh, North Carolina to be
conducted in four (4) phases dating: 1991, 1992, 1993, and 1995. All
digital mapping was based upon the North Carolina State Plane Coordinate
System, "1983" North American Datum. All digital mapping was in full
compliance with the "Technical Specifications for Base, Cadastral, and
Digital Mapping, dated November 1987. Each of the four phases included
aerial photography on black and white film, at 1"=660' with a 60%
endlap, 30% sidelap, of six flight lines totaling approximately 190
exposures. Paneling was conducted on approximately 60 existing NGS and
NCGS horizontal monuments. A total of fifty (50) miles of vertical
control are established by extension from existing USGS, NCGS, USCOE or
equivalent 3rd order benchmarks referenced to the National Geodetic
Vertical Datum, 1929 adjustment. All basic vertical control lines for
photo print control were established as closed looped lines with a
minimum error of closure as calculated by .05' times the square root of
the distance traversed in mile. Where possible, existing vertical
control established for past projects was used in lieu of establishing
new control. Fully Analytical Aerial Triangulation (FAAT) was conducted
over the entire coverage area, estimated to be approximately 177 stereo
models, and ASI Landmark, Inc.'s Performance Bond. Sufficient control
points from the Wake County adjustment were used in the City adjustment
to prove and test that both adjustments provide digital data on the same
datum and to ensure that all data will fit the Wake County orthophotos
and cadastral maps. One inch equals one hundred feet (1"=100') scale
digitized planimetric- topographic maps were prepared with a 2'
topographic contour interval from the 1"=660' scale photography and

withheld201003251995Hardcopy plots of the planimetric-topographic maps were delivered to the
City of Raleigh for Quality Control (QC) purposes. City staff and C.M.
Wester & Associates did visual checks of each map sheet for street name
spelling and placement, graphic representation of data, and conformance
to North Carolina mapping standards and contract specifications. These
sheets were then sent back to ASI Landmark, Inc. with the documented
corrections to be made. ASI Landmark, Inc. made these corrections and
sent the City another hardcopy of each map sheet along with the
corresponding digital data. The City checked each map sheet for the
aforementioned corrections. If documented corrections had been omitted,
those specific map sheets were sent back to ASI Landmark, Inc. and the
aforementioned process recommenced. Digital data was verified through
multiple computer programs to check the conformance with North Carolina
specification and the City's contract. Any errors arising from the
computer QC process were documented and the digital data returned to ASI
Landmark, Inc. for correction. This process continued until all data was

Surdex Corporation was contracted by the City of Raleigh to produce an update mapping project involving aerial photography, ground control survey, analytical aerial triangulation, digital planimetric and digital topographic mapping. New photography was flown by Surdex in February 2002. The project utilized the exisiting control and aerotriangulation that was performed in 1999 under contract with Wake County to create a new DTM surface. Using this new imagery Surdex preformed a planimetric update of the city. Each coverage of delivered Data was given to Surdex by the City of Raleigh in ArcInfo Interchange files. These files were then translated to KORK for collection. Topographic data in each of these files was assigned a name that was descriptive of the information contained in the coverage. For each coverage, all of the items contained within were assigned a unique feature code that would allow for distinguishing between individual features within a coverage. All planimetric mapping data was extracted to meet Class I Mapping Accuracy Standards for Large Scale Maps. After collection of data, coverages were translated back to ArcInfo coverages and run through standard Surdex procedures to check geometry and attribution. Coverages were checked for intersections, dangles,and incorrect overlapping of features. Attribute combinations were verified manually using commerical GIS software. Linework was examined over new imagery to make sure all lines and polygons matched the new imagery.
