Dún Laoghaire-Rathdown has a rich archaeological heritage, which has left its traces in the landscape. This heritage includes structures, constructions, groups of buildings, moveable objects, developed sites and all recorded monuments (as well as their contexts) whether situated on land or underwater. The European Convention on the Protection of Archaeological Heritage (Valetta, 1992) was ratified by Ireland in 1997.
The archaeological heritage of the County is protected by the National Monuments Acts 1930 -2004 and is comprised of:
• Recorded sites and features of historical and archaeological importance included in the Record of Monuments and Places (RMP).
• Registered sites and features of historical and archaeological importance included in the Register of Historic Monuments, as established under Section 5 of the National Monuments Act, 1987.
• National Monuments in State Ownership or Guardianship.
• National Monuments, which are the subject of Preservation Orders.
• All previously unknown archaeology that becomes known (e.g. through ground disturbance, fieldwork or the discovery of sites underwater).
The Department of Arts, Heritage, Gaeltacht and the Islands (DoAHGI) sets out guiding policies in the publication ‘Framework and Principles for the Protection of the Archaeological Heritage’, (1999) and part of the defining policy is that full account is taken of archaeological considerations in the wider planning and development process.
The Record of Monuments and Places (RMP) was established under Section 12 of the National Monuments (Amendment) Act 1994. Structures, features, objects or sites listed in this Record are known as Recorded Monuments. The RMP is accompanied by a set of maps on which monuments are designated by a relevant reference number and denoted by a circle defining a Zone of Archaeological Potential. The Record of Monuments and Places for Dún Laoghaire-Rathdown is listed in Appendix 4.

Trees, groups of trees or woodlands which form a significant feature in the landscape or are important in setting the character or ecology of an area should be preserved wherever possible. They make a valuable contribution to the landscape and biodiversity of the County and significant groups of trees worthy of retention have been identified in the Development Plan Maps.

The County contains many sites and vantage points from which views over areas of great natural beauty, local landmarks, historic landscapes, adjoining Counties and the City of Dublin may be obtained. In addition to scenic views, the County also contains important prospects i.e. prominent landscapes or areas of special amenity value or special interest which are widely visible from the surrounding area. Specific Views and Prospects for protection have been identified in the Plan and are considered when assessing planning applications. It is also recognised that visual linkages between landmarks, landscape features and views exist. The Council will also take into account any Views and Prospects of adjoining Counties – Wicklow, Dublin City and South Dublin when assessing planning applications for development in those parts of Dún Laoghaire-Rathdown proximate to the mutual County boundaries.
In the implementation of this policy it is the intention of the Council to:
• Prevent development which would block, or otherwise interfere, with a View which is designated for protection.
• Preserve the Prospects listed in the Plan.

Proposed and Existing LAP boundaries, Sandyford Urban Framework Plan Boundary & Cherrywood SDZ Boundary from Dun Laoghaire-Rathdown County Council County Development Plan 2022 - 2028.
A Local Area Plan (LAP) consists of a suite of policies and objectives for an area, intended to guide that area’s development for a period of 6 years, which may be extended to a maximum of 10 years if appropriate. Like the ‘County Development Plan’ (CDP), which spans the entirety of Dún LaoghaireRathdown, a LAP is a statutory planning document, but for a smaller, more focused area, and with greater detail.
A LAP must be consistent with the CDP and cannot contradict any of its policies or objectives. Under current legislation and guidelines, a LAP may include objectives such as those relating to phasing, community facilities, amenities, and design standards.
