Description: The Transportation Disadvantage Index feature class contains the statewide set of Census Block Groups (7,080 polygons) for North Carolina with demographic attributes derived from 2016-2020 American Community Survey (ACS) demographic data, and Transportation Disadvantage Index (TDI) scores derived from spatial statistical analysis of the demographic data.

2020 TIGER/Line Shapefiles for Census Block Groups were downloaded from the U.S. Census Bureau and joined to the most recent (2016-2020) ACS 5-year data tables to obtain the block group level counts of total population, total households, total adult population, and six variables associated with transportation disadvantage (low-income population, BIPOC population, zero-car households, youth aged 15 and under, seniors aged 65 and older, and mobility impaired adults). The TDI score for a block group was computed as a weighted sum of six factors representing the relative concentrations of these six variables in a given block group as compared to regional (statewide, MPO/RPO, NCDOT division, or county) averages, using the Jenks Natural Breaks method to assign a score of 1, 2, or 3. A custom Python script was used to automate the scoring process by calculating average values and assigning Natural Breaks for all geographies below the Statewide level. The result was a set of 4 distinct TDI scores for each block group, depending on the region it is compared with.

The purpose of these data is to help NCDOT staff and external partners understand and visualize transportation disadvantage and the disproportionate impact of transportation barriers on communities of color, as well as help inform policies, planning, and project development decision making.
