Description: Purpose: This request will fund new projects that provide both flood hazard reduction and ecosystem benefits in communities prone to flooding. The Floodplains by Design program coordinates with the Puget Sound Acquisition and Restoration (PSAR), Estuary and Salmon Restoration Program (ESRP), Salmon Recovery Funding Board (SRFB), and Water Quality Financial Assistance programs by comparing project lists and determining the best funding approach. By aligning the various salmon and water grant programs, Ecology works to leverage state and federal dollars for the benefit of local floodplain management efforts. Additional benefits will be realized if complementary projects are funded together; however the projects on this list are stand-alone and each one can proceed without depending on other grant funding.
Application Process: Pre-applications were invited in October, 2017. Due in January 2018, the pre-applications were screened by Ecology, The Nature Conservancy (TNC), and Puget Sound Partnership (PSP) staff. Qualifying projects were invited to submit a full application by July 1, 2018. Full applications were scored by a 18 member technical review panel that included representatives from Ecology’s Floodplain Management team, WA Emergency Management Division, The UW Climate Impacts Group, WA Department of Fish and Wildlife, U.S. Fish and Wildlife, State Conservation Commission, and American Farmland Trust. Projects were scored according to their technical elements and other considerations.
The scored projects were ranked by Ecology, TNC and PSP staff in accordance with Ecology’s Floodplains by Design 2018 Funding Guidelines (Pub. # 15-06-019). Considerations beyond the scoring include; scope of the project(s) proposed, geographic diversity, supporting ongoing projects, previous performance by grant recipients, supporting small projects, and reducing funding to some areas based on current funding and expected progress of the project.
