S-8 Combining Zone (Ordinance 13875) effective July 1, 2026. Adopt An Ordinance, As Recommended By The Planning Commission (1) Amending Title 17 Of The Oakland Municipal Code (The Planning Code) To Add Chapter 17.86 S-8 Abundant And Affordable Homes Near Transit (Senate Bill 79) Combining Zone Regulations Identifying Sites Eligible And Ineligible Or Excluded From The Senate Bill 79 Property Development Standards; (2) Making Related Oakland Zoning Map Amendments To Designate Parcels Within The S-8 Combining Zone And To Identify Whether Such Designated Parcels Are Eligible For Or Excluded From The Senate Bill 79 Property Development Standards.
Includes parcels that were not within Oakland's original TOD areas but were within MTC's areas.
Revised 7/7/2026 at State's request to change industrial zoned privately-owned parcels from Ineligible to either Covered or Excluded.

Tier: 1 = BART Station TOD ; 2 = BRT/Tempo bus station TOD
distance: radial distance of parcel from BART station access points or bus station (within quarter mi or between quarter mi and half mi)
ELGBLTY: parcel eligibility; Y =yes; N=no (parcel in right of way or in zone designated as ineligible)
Three exclusion criteria fields
EXL40pc: parcel meets 40% exclusion criteria
EXCL50pc: parcel meets 50% exclusion criteria
HISTRES: parcel is in Local Register Properties or Landmarks map layers and within half mi of TOD stop
AVAIL: availability category (field used for color coding map layer); Covered = parcel does not meet any of the three exclusion criteria; Excluded = parcel meets at least one of the three exclusion criteria; Ineligible = parcel in right of way, water or in zone designated as ineligible
