This service provides roads in the 2025-2029 Highway Maintenance Improvement Program (HMIP) as approved by the North Carolina Board of Transportation. The roads are represented as centerlines. The three types of road improvement are resurfacing, preservation, and rehabilitation. This service includes information about a road’s treatment, estimated cost of the treatment, length in miles of the treatment, the route name receiving the treatment, the physical description of the begin and end limits of where the treatment is to be applied, and the fiscal year in which the contract is to be awarded.
The NCDOT Operations Program Management (OPM) Unit maintains the authoritative pavement data in the NCDOT Pavement Management System (PMS). Among various functions, the system manages pavement condition data and maintains a history of road construction and maintenance treatments. OPM generates GIS data output from the PMS. This service is designed to give a linear representation of the HMIP attribute information collected in the PMS.
G.S. 143B-350(f)(4a) requires that the NCDOT publish a schedule of State highway maintenance projects and their anticipated costs. This schedule is designated the Highway Maintenance Improvement Program (HMIP) and is established in G.S. 136-44.3A. It requires the NC DOT to submit a multi-year maintenance plan covering the road preservation, resurfacing, and rehabilitation plans of the NCDOT Divisions. Each Division will have a schedule for each county for each year of the plan that includes the location, selected treatment, and estimated cost. The plan is to be based on the previous fiscal year’s Contract Resurfacing and Pavement Preservation allocations. The published schedule shall include the anticipated funding sources for the improvement projects included in the HMIP. G.S. 143B-350(f) requires the plan be posted to the Department's website by June 1st of each year. Field Divisions create their HMIP in the NCDOT’s PMS. This data is then exported for Board of Transportation approval. Once approved, the HMIP plan becomes official. The 2025-2029 HMIP was approved by the Board of Transportation at their [ ] meeting.
