Values defined as "Disadvantaged" represent census tracts that are defined as disadvantaged while those values defined as "Not Disadvantaged" value are defined as not disadvantaged.
The map uses datasets as indicators of burdens. The burdens are organized into categories. A community is highlighted as disadvantaged on the Climate and Economic Justice Screening Tool (CEJST) map if it is in a census tract that is (1) at or above the threshold for one or more environmental, climate, or other burdens, and (2) at or above the threshold for an associated socioeconomic burden. Tracts will also be highlighted if they are within the boundaries of Federally Recognized Tribes.
Categories of Burden include: Climate change, Energy, Health, Housing, Legacy pollution, Transportation, Water and wastewater, and Workforce development and are identified as disadvantaged if they are at or above the 90th percentile in these categories. Further information is available here.
In addition, a census tract that is completely surrounded by disadvantaged communities and is at or above the 50% percentile for low income is also considered disadvantaged.

In January of 2021, President Biden issued Executive Order 14008. The order directed the Council on Environmental Quality (CEQ) to develop a new tool. This tool is called the Climate and Economic Justice Screening Tool. The map uses datasets that are indicators of burdens in eight categories: climate change, energy, health, housing, legacy pollution, transportation, water and wastewater, and workforce development. The tool uses this information to identify communities that are experiencing these burdens. These are the communities that are disadvantaged because they are overburdened and underserved.
Federal agencies will use the tool to help identify disadvantaged communities that will benefit from programs included in the Justice40 Initiative. The Justice40 Initiative seeks to deliver 40% of the overall benefits of investments in climate, clean energy, and related areas to disadvantaged communities.
The map utilizes the census tract boundaries from 2010. This was chosen because many of the data sources in the map currently use the 2010 census boundaries.
This dataset is updated annually, and the last data release was November 2022.
