Description: The ATLAS Tribal Coordination layer is a polygon layer that provides information on which tribes (state level) should be contacted for a project based on County and/or Division. This is part of the NCDOT Tribal Coordination Protocol process where Tribal Coordination letters are sent out along with Start of Study letters for projects that have a federal nexus including permits, land, funding, jurisdiction, or any other direct involvement from a federal agency. This data was created in December 2023.Tribal Lands are defined as (A) All lands within the exterior boundaries of any Indian reservation; and (B) all dependent Indian communities 16 U.S.C. 470w(14). Tribal lands include lands held in trust by the United States for a tribe external to the boundaries of a reservation if the lands are under Federal superintendence but does not include allotment external to the boundaries of a reservation. Datasets developed under Project ATLAS do not replace any NRTR work for future projects and may not be used as a replacement for site visits / field surveys by qualified professionals and hence should be used only as a supporting platform for decision making. Use of this dataset for project scoping or screening is merely pre-decisional.
