Description: In 2013, the N.C. Board of Transportation adopted WalkBikeNC, a comprehensive statewide plan for improving bicycling and walking conditions across North Carolina. Focused on five main principles – mobility, safety, health, the economy and the environment. The N.C. Department of Transportation comparatively evaluates and ranks independent bicycle and pedestrian projects (shared-use paths, bike lanes, sidewalks, intersection improvements, etc.) that compete with projects from all other transportation modes. The Strategic Mobility Formula – a component of the Strategic Transportation Investments law that outlines the general structure of NCDOT's project prioritization process – includes three funding categories:Statewide MobilityRegional ImpactDivision NeedsBicycle and pedestrian projects are only eligible within the Division Needs category. Metropolitan planning organizations, rural planning organizations and NCDOT divisions may submit projects through the prioritization process. Coupled with highway projects, the Highway and Bike/Ped feature class is used to store linear Highway and Bike/Ped projects that are scored and considered for Prioritization 7.0. Projects are identified by SPOTID and include fields/information, such as Roadway Location Type, Deleted (Y/N), GroupID (Project Submitter ID), Project Status (Draft or Submitted), Mode, Type of User (the type of user who submitted project).
