Service Description: This service contains two layers that displays species' range boundaries as either county boundaries or specific ecological ranges set by the US Fish and Wildlife Service (USFWS) for federally listed species in the state of North Carolina. Most species' USFWS Current Range (CR) are the same as the USFWS consultation range or known as the Area of Influence (AOI). Both layers are required for complete coverage. (February 2026)

Description:

This service contains two layers that displays species' range boundaries as either county boundaries or specific ecological ranges set by the US Fish and Wildlife Service (USFWS) for federally listed species in the state of North Carolina. Most species' USFWS Current Range (CR) are the same as the USFWS consultation range or known as the Area of Influence (AOI). 

 

The USFWS Species Consultation Range layer can be used at project screening to generate a species listing that should be evaluated for project impacts. These species listings and boundaries mirror the listing from the USFWS IPaC project planning tool that is using during the production of the NRTR. The contents of this layer include but is not limited to optimal survey windows, federal species status, construction moratoria, and if there are any programmatic agreements in place with NCDOT.  This layer does not replace IPaC consultation. 

 
The USFWS IPaC (Information for Planning and Consultation) is a project planning tool which streamlines the USFWS environmental review process and can be found at the following link: https://ipac.ecosphere.fws.gov/. The USFWS IPaC website is used to identify project location and receive an official species list of T&E species that should be considered when evaluating the potential impacts of a project during the NRTR production.

 

This data current as of February 2026. Both layers are required for complete coverage.

Species no longer county-based (data refined to regional): Cooley's Meadowrue, Drawf Wedgemussel, Eastern Black Rail, Gray Bat, Green Pitcher Plant, Kemp's Ridley Sea Turtle, Piping Plover, Red-Cockaded Woodpecker, Rough-Leaved Loosestrife, Virginia Big-Eared Bat
 
Range reduced: Atlantic Pigtoe, Cape Fear Shiner, Carolina Madtom, Cooley's Meadowrue, Drawf Wedgemussel, Eastern Black Rail, Green Floater, Green Pitcher Plant, Kemp's Ridley Sea Turtle, Piping Plover, Red-Cockaded Woodpecker, Rough-Leaved Loosestrife, Virginia Big-Eared Bat, Southern Hognose Snake, Yellow Lance
 
Range increased: Gray Bat, Tar River Spinymussel
 

Update October 2025 for USFWS Species Consultation Range Regional : 

USFWS Current Range (CR) files available to the public by species page were accessed for October 2025 updates. As of October 2025, there is a total of 47 listed species in the ATLAS USFWS Consultation range (ie CntyBased = N) with ranges represented by regional boundaries (watersheds or other ecological significant boundaries). 

Species removed: Roanoke Logperch (Percina rex) – species has been delisted due to recovery.  

Species added: Eastern Hellbender (Cryptobranchus alleganiensis alleganiensis) – species added as Proposed Endangered in December 2024. Southern Hognose Snake (Heterodon simus) – species added as Proposed Threatened in September 2025.  Purple Bean (Villosa perpurpurea) – species added due to small area in Cherokee County on border with Tennessee.  Species range reduced and added to regional layer: Rock Gnome Lichen (Gymnoderma lineare) – species range is not a county boundary but a finer scale range model.  Bunched Arrowhead (Sagittaria fasciculata) - species range is not a county boundary but a finer scale range model.  Michaux’s Sumac (Rhus Michauxii) – species range is not a county boundary in the West and moved to regional layer.  Mountain Sweet Pitcher Plant (Sarracenia jonesii) - species range is not a county boundary but a finer scale range model.  Smooth Coneflower (Echinacea laevigata) – species range has non-county-based boundary in Mecklenburg County.  Swamp Pink (Helonias bullata) – species range is not a county boundary but a finer scale range model.  Leatherback Sea Turtle (Dermochelys coriacea) – species range is not a county boundary but a finer scale range model.  Species moved to county layer:  West Indian Manatee (Trichechus manatus) – species range reduced, land buffers around coastal water bodies removed. USFWS stated the CR is not equal to AOI.  Dwarf wedgemussel (Alasmidonta heterodon) – species range increased to county boundary based on Moskwik note that CR in not equal to AOI.
