Description:

The State Enterprise Zone program was developed by the California Legislature to provide targeted areas with a means to stimulate business growth and attract new companies, jobs, and private investment. Businesses located in an Enterprise Zone were eligible for State tax incentives that can substantially reduce their cost of doing business. However, legislation enacted in 2013 has resulted in the repeal of the Enterprise Zone Act and the dissolution of the Enterprise Zones. The Community Development Commission and its partners (other local jurisdictions) have been awarded enterprise zone designations in various areas throughout the county. The Commission had typically administered the Employee Hiring Tax Credit for the unincorporated portion of the Enterprise Zones. For a business to access this State tax credit, it must be located within the Enterprise Zone and hire eligible employees, which are identified under a number of categories established by California Department of Housing and Community Development (HCD). The Targeted Employment Area (TEA) category requires that an employee live within the boundaries of the designated TEA. Each Enterprise Zone’s TEA is composed of census tracts that have at least 51% of residents of low to moderate-income levels. The purpose of designating a TEA is to encourage businesses in an Enterprise Zone to hire eligible residents of these low- to moderate-income areas. Designated Enterprise Zones provide tax incentives to businesses and allow private-sector market forces to revive the local economy.
