The Community Development Authority of the County of Los Angeles (CDA) serves in the County of Los Angeles as an affordable housing, and community and economic development agency. The agency's four main activity areas are subsidized housing, housing development and preservation, community development, and economic development. The Economic and Housing Development Division (EHD) supports business growth in Los Angeles County, and develops and rehabilitates affordable housing for renters, homeowners and special needs populations in the unincorporated areas of Los Angeles County and participating cities.
EHD uses economic development tools, such as the Community Business Revitalization (CBR) Program to provide financial and technical assistance to support business tenants and property owners. It seeks to help beautify business districts making them more inviting for shoppers.
EHD administers the Los Angeles Empowerment Zone which is a federal program that provides loans or grants to business in targeted areas to stimulate business and job growth.
EHD administers the Residential Sound Insulation Program (RSIP), which provides grants to eligible property owners to sound insulate residential homes and rental units from noise caused by aircraft arriving and departing the Los Angeles International World Airport.
The dataset contains the boundaries of the various program areas.

Residential Sound Insulation Program (RSIP):
The RSIP is administered by the CDC that provides grants to eligible property owners to sound insulate residential homes and rental units from noise caused by aircraft arriving and departing the Los Angeles International World Airport.
To be eligible for the grants, the property must be located within designated communities of the Lennox and Athens areas. Sound insulation improvements may include replacing windows, exterior doors, attic insulation, vents, electrical panel upgrades, heating ventilation and air conditioning systems and more. The value of these repairs range from $27,000 to $32,000 per single family unit.
Properties are given priority for sound insulation based on the highest impacted areas first and without building and safety code violations..
Those properties that within the 75 decibels Community Noise Equivalency Level contour will be required to sign a Noise Easement before participating in the the sound insulation program.
Community Business Revitalization Program:
The CDC supports neighborhood revitalization by working with residents and businesses in low- and moderate-income areas such as Florence Firestone, Lennox, East Los Angeles, Walnut Park and other unincorporated areas of Los Angeles County. Economic development tools, such as the CBR Program, provide financial and technical assistance to support business tenants and property owners. It seeks to help beautify business districts making them more inviting for shoppers and a source of community pride.
The CBR program is part of a myriad of economic development efforts the CDC is engaged in for the revitalization of neighborhoods.
Economic and Housing Development Division programs empower community groups, beautify business districts, stimulate job growth, and facilitates business creation, expansion, retention, and attraction. In addition, these economic development efforts include streetscape improvements, business incubators, empowerment and enterprise zones, redevelopment, acquisition/relocation of prospective development sites, funding of local area chambers of commerce, creation of business improvement districts, local marketing efforts, commercial and industrial lending, and other programs.
Empowerment Zone:
The Los Angeles Empowerment Zone is a federal program which seeks to create reinvestment through the U.S. Department of Housing and Urban Development guaranteed Section 108 loans and related Economic Development Initiative Grants within a five census tract area and surrounding buffer zone located in the Florence Firestone and Willowbrook communities of unincorporated Los Angeles County.
