Data was downloaded from Cal Fire on 6/18/25 and merged together. These are the State Responsibility Areas that was adopted in April, 2024, and Proposed Local Responsibility Areas. This dataset proved important to the Zone 0 analysis. Below is a description of both sources:

State Responsibility Area (SRA) - Adopted April, 2024

The State Fire Marshal shall classify lands within state responsibility areas into fire hazard severity zones. Each zone shall embrace relatively homogeneous lands and shall be based on fuel loading, slope, fire weather, and other relevant factors present, including areas where winds have been identified by the department as a major cause of wildfire spread.

The California laws and regulations that require Fire Hazard Severity Zones include California Public Resource code 4201-4204 and California Code of Regulations Title 19, Section 2201. Effective April 1, 2024 this regulatory adoption repeals Section 1280.1 of Title 14 California Code of Regulations and adopts similar regulatory provisions in Section 2201 of Title 19 California Code of Regulations.

A prior version of this file and data was released as part of the data package accompanying the final Public Comment period for Fire Hazard Severity Zones (September 29, 2023). This previous version and this version are the same geographic representation of Fire Hazard Severity Zones and are now part of the formal regulation as adopted. While under normal workflow any revision to a public data file would get reflected in the filename, in this case the file name remains identical as it is part of the adopted regulation. The only changes reflect edits to the metadata describing timing of adoption and effective date for the regulation.

Local Responsibility Area (LRA) - Proposed

Under the purpose of fire safety and prevention, and by statutory authority, The State Fire Marshal shall classify lands within Local Responsibility Areas (LRA) into fire hazard severity zones. Each zone shall embrace relatively homogeneous lands and shall be based on fuel loading, slope, fire weather, and other relevant factors present, including areas where winds have been identified by the department as a major cause of wildfire spread.

The California laws and regulations associated with Fire Hazard Severity Zones in LRA are found in California Government Code 51175-51189, and describe the objectives and and processes by which these data are developed, transmitted as a recommendation to local government agencies, and the subsequent required local ordinance adoption and documentation processes to see the zones finalized.

Delivery of Recommended LRA FHSZ data and maps was phased by 4 regional areas of the state. This data set represents all 4 phases combined into one dataset
