The Unincorporated Community by Canopy Need feature layer is derived from Los Angeles County's 2025 Community Forest Management Plan (CFMP), a comprehensive strategy to ensure equitable access to the environmental, health, and economic benefits of tree canopy across the County.
Each polygon in the layer represents an unincorporated community, categorized into low, medium, or high canopy need. These classifications are based on two primary factors:
Adjusted Canopy Cover: Excludes non-community-focused areas (e.g., airports, industrial zones, deserts) to better reflect the human experience of tree cover.
Social Sensitivity Index (SSI): Derived from the County's Climate Vulnerability Assessment (2021/2024), reflecting socio-economic and demographic vulnerability to climate hazards like extreme heat.
Key goals of the CFMP addressed by this dataset include:
Expanding tree canopy in areas with high heat and pollution burden.
Prioritizing disadvantaged communities for public investment.
Supporting regional coordination and funding for equitable greening.
This dataset enables County staff, cities, non-profits, and the public to:
Visualize disparities in tree canopy coverage.
Identify neighborhoods with the greatest need for greening initiatives.
Apply data-driven decision-making for grant funding and tree planting efforts.
