When lakes or streams are contaminated by pollutants, they are considered impaired. The listing of impaired waters for any given year is reviewed and approved by EPA under the Clean Water Act, and these impaired waters are prioritized through various methods including Clean Water Plans (CWPs) and Total Maximum Daily Load (TMDL) Reports | Watershed Plans and TMDLs >

Along with other criteria, TMDL prioritization includes reviewing the presence of pollutant dischargers over their permit limit, and the presence of Priority Sites in the area to determine if a higher priority should be given to an impaired water | TMDL Prioritization Criteria >
