Description: National Shelter System in the United States "The American Red Cross and the Federal Emergency Management Agency (FEMA) have worked together to develop the National Shelter System (NSS). Under auspices of the National Response Plan, the American Red Cross is responsible for supporting Emergency Function #6 - Mass Care, Housing and Human Services, with an emphasis on Mass Care." (Excerpt from https://nss.communityos.org) "The National Shelter System (NSS) is a comprehensive web-based, data system created to support agencies (government and non-government) responsible for elements of shelter management. The NSS allows users to identify, track, analyze, and report on shelter data in a consistent and reliable manner. The NSS supports Emergency Support Function (ESF 6) - Mass Care, Housing, and Human Services." "FEMA plays a key role by supporting state and local agencies in the implementation of a coordinated, nationwide shelter system for managing information about shelter facilities, capacity, and population counts. The NSS, a premiere example of collaborative partnership, between the American Red Cross and FEMA, has produced a methodology to address one of the lessons learned from Hurricane Katrina: An expectation for a single nationwide cohesive mass care system. NSS data will assist ESF 6 in developing strategies to support state and local governmental agencies in meeting the obligation to ensure prompt and effective mass care service delivery, especially during mass evacuations by: > Providing a coordinated system for government and non-governmental agencies to manage shelter > facility data. > Providing a standardized tool to establish baseline shelter data, vital for comprehensive shelter > planning. > Providing local agencies with a tool to manage the shelter process through all shelter management > phases: planning, alert, stand-by, opening and closure. > Determining the potential number of evacuees that can be sheltered in a specific locale. > Providing from the onset of any disaster incident the capability for informed shelter > decision-making, contribute to the declaration process and speed recovery efforts." (Excerpt from http://www.fema.gov/about/regions/regioni/bridge8-3.shtm) TGS was not tasked with ensuring the completeness of this layer; however, when processing School District entities, TGS added all schools within the district that serve as a shelter. TGS also added records for entities which had multiple supplied addresses if each location serves as a shelter. Records with "-DOD" appended to the end of the [NAME] value are located on a military base, as defined by the Defense Installation Spatial Data Infrastructure (DISDI) military installations and military range boundaries. "#" and "*" characters were automatically removed from standard HSIP fields that TGS populated. Double spaces were replaced by single spaces in these same fields. At the request of NGA, text fields in this dataset have been set to all upper case to facilitate consistent database engine search results. At the request of NGA, all diacritics (e.g., the German umlaut or the Spanish tilde) have been replaced with their closest equivalent English character to facilitate use with database systems that may not support diacritics. The currentness of this dataset is indicated by the [CONTDATE] field. Based upon this field, the oldest record dates from 02/20/2009 and the newest record dates from 08/07/2009.

Description: The Electric Power Generation Plants feature class is a GIS file depicting significant power plants within the North American power grid. Although power plants often comprise a relatively large geographic region, features in this feature class are symbolized using a single point; the point is placed at the location of the highest density of generation capability within the plant complex. In very few cases, plants are symbolized using several points. This only occurs when a single reporting entity (power plant) exists at two or more geographically distinct locations (as is the case with some wind and geothermal facilities). In these rare cases, attribution refers to the entire power plant facility and not to the individually mapped generators. Specific, unit-level data for these features can be located in the Electric Generating Units feature class. The Electric Power Generation Plants feature class contains existing, retired, and proposed features. Features with current power generation potential can be isolated by examining the OP_CAP field for a positive value. Ventyx welcomes user input to help improve the quality of this dataset. Description: Dam-Lines in the United States This dataset is provided as a polyline shapefile. According to the HSIP Tiger Team Report, a dam is defined as a "water barrier or an embankment built across the course of a stream or into a body of water to control and/or to impound the flow of water (breakwater, dike, jetty)." This dataset is based on the U.S. Army Corps of Engineers (USACE) National Inventory of Dams (NID) and the United States Geological Survey (USGS) National Hydrography Dataset (NHD). Records in the NID attributed as "Dams" were extracted by TGS under the classification of a maximum capacity of at least 2800 acre feet and/or classified as a "High Hazard" by using the query (([max_stor]>=2800) or ([hazard]="H")). Dam locations were digitized using any combination of ortho imagery, topographic DRGs, NAVTEQ streets, NHD flowlines, NHD landmarklines, TIGER hydrography, contact with authoritative sources or web research. A line was created by tracing the crest of the dam using referencing imagery and the NHD flowlines. Entities classified as both MaxCapacity and High Hazard are represented once. All information for entities located on the grounds of a military base should be treated as "For Official Use Only". These entities are indicated by "-DOD" appended to the end of the entity's name in the [NAME] attribute and by "UNCLASSIFIED - TREAT AS FOUO" in the [SECCLASS] attribute. Text fields in this dataset have been set to all upper case to facilitate consistent database engine search results. All diacritics (e.g., the German umlaut or the Spanish tilde) have been replaced with their closest equivalent English character to facilitate use with database systems that may not support diacritics. No entities for American Samoa, District of Columbia, the Northern Mariana Islands or the Virgin Islands are included in this dataset. The currentness of this dataset is indicated by the [GEODATE] attribute. Based upon this attribute the oldest record dates from 01/18/2007 and the newest record dates from 02/06/2009.
Description: State Government Buildings in the United States This dataset is comprised of buildings or properties that are owned or leased by state level governments. It includes buildings occupied by the headquarters of cabinet level state government executive departments, legislative office buildings outside of the capitol building, offices and court rooms associated with the highest level of the judicial branch of the state government, and large multi-agency state office buildings. Because the research to create this dataset was primarily keyed off of the headquarters of cabinet level state government agencies, some state office buildings that don't house a headquarters for such an agency may have been excluded. Intentionally excluded from this dataset are government run institutions (e.g., schools, colleges, prisons, and libraries). Also excluded are state capitol buildings, as these entities are represented in other HSIP layers. State owned or leased buildings whose primary purpose is not to house state offices have also been intentionally excluded from this dataset. Examples of these include "Salt Domes", "Park Shelters", and "Highway Garages". All entities that have been verified to have no building name have had their [NAME] value set to "NO NAME". If the record in the original source data had no building name and TGS was unable to verify the building name, the [NAME] value was set to "UNKNOWN". All phone numbers in this dataset have been verified by TGS to be the main phone for the building. If the building was verified not to have a main phone number, the [TELEPHONE] field has been left blank. All information for entities that are located on the grounds of a military base is considered to be treated as "For Official Use Only". These entities are indicated by, "-DOD" appended to the end of the entity's name in the [NAME] field and by "UNCLASSIFIED - TREAT AS FOUO" in the [SECCLASS] field. Based upon this field, the oldest record dates from 11/27/2007 and the newest record dates from 05/28/2008.

Description: Nursing Homes in the United States A nursing home is commonly referred to as a skilled nursing facility, long term care (LTC) facility, or rest home, and may have a different standardized name throughout the United States, but is most commonly referred to as a nursing home. A nursing home traditionally offers 24-hour (skilled) nursing to the elderly or to disabled patients having a variety of medical conditions who require personal care services above that of an assisted living but do not require hospitalization. The personal care services provided may or may not include, but are not limited to: skilled nursing, long term inpatient care, room and board, meals, laundry, and assistance with: dressing, grooming, getting in and out of bed, medications, bathing, and toileting. For purposes of this dataset, an assisted living facility is defined as a facility where the elderly, who are not related to the operator, reside and receive care, treatment, or services. Although not at the level of a nursing home, the services are above the level of an independent living community. They may include several hours per week of supportive care, personal care, or nursing care per resident. Generally, an assisted living facility offers help in daily living (laundry, cooking, cleaning, etc.) and personal assistance (bathing, eating, clothing, etc.). Many assisted living facilities offer assistance with medication and a lesser level of nursing care than what is offered at a nursing home. Assisted living facilities may be regulated by size restrictions depending on which type of assisted living facility it is considered to be in the state in which it exists. For example, Adult Family Homes in Wisconsin have between 3-4 elderly residents while Community Based Residential Facilities have 5 or more. Almost every state has different terminology to describe their version of the assisted living facility system. The structures in which assisted living facilities exist are varied as well. Depending on the type, an assisted living facility may operate out of a personal residence or a nursing home style structure, and it may be set up as apartment style living or as a campus setting in a continuing care retirement community. Multiple assisted living facilities may exist at one location or may be co-located with nursing homes and/or other similar health care facilities. If a facility is licensed by a state and holds multiple licenses, it is represented once in this dataset for each license, even if the licenses are for the same location. This dataset does not include retirement communities, adult daycare facilities, or rehabilitation facilities. Nursing Homes that are operated by and co-located with a hospital are also excluded because the locations are included in the hospital dataset. No entities are included in this layer for the Commonwealth of the Northern Mariana Islands. Per contact with the Department of Public Health on 10/05/09, the Commonwealth of the Northern Mariana Islands does not have any Nursing Homes or Assisted Living Facilities. No Assisted Living Facilities are included in this layer for American Samoa or Guam, as these types of facilities do not exist in either territory. Records with "-DOD" appended to the end of the [NAME] value are located on a military base, as defined by the Defense Installation Spatial Data Infrastructure (DISDI) military installations and military range boundaries. "#" and "*" characters were automatically removed from standard HSIP fields populated by TechniGraphics. Based on this field, the oldest record dates from 09/22/09 and the newest record dates from 01/21/10.
Description: This database contains locations of Hospitals for 50 states and Washington D.C. , Puerto Rico and US territories. The dataset only includes hospital facilities and does not include nursing homes. Data for all the states was acquired from respective states departments or their open source websites and then geocoded and converted into a spatial database. After geocoding the exact spatial location of each point was moved to rooftops wherever possible and points which have been physically verified have been labelled "Geocode", "Imagery", "Imagery with other" and "Unverified" depending on the methodology used to move the points. "Unverified" data points have still not been physically examined even though each of the points has been street geocoded as mentioned above. Missing records are denoted by 'Not Available' or NULL values. Not Available denotes information that was either missing in the source data or data that has not been populated current version.

Description: Law Enforcement Locations in the United States Any location where sworn officers of a law enforcement agency are regularly based or stationed. Law Enforcement agencies "are publicly funded and employ at least one full-time or part-time sworn officer with general arrest powers". This is the definition used by the US Department of Justice - Bureau of Justice Statistics (DOJ-BJS) for their Law Enforcement Management and Administrative Statistics (LEMAS) survey. Although LEMAS only includes non Federal Agencies, this dataset includes locations for federal, state, local, and special jurisdiction law enforcement agencies. Law enforcement agencies include, but are not limited to, municipal police, county sheriffs, state police, school police, park police, railroad police, federal law enforcement agencies, departments within non law enforcement federal agencies charged with law enforcement (e.g., US Postal Inspectors), and cross jurisdictional authorities (e.g., Port Authority Police). In general, the requirements and training for becoming a sworn law enforcement officer are set by each state. Law Enforcement agencies themselves are not chartered or licensed by their state. County, city, and other government authorities within each state are usually empowered by their state law to setup or disband Law Enforcement agencies. Generally, sworn Law Enforcement officers must report which agency they are employed by to the state. Although TGS's intention is to only include locations associated with agencies that meet the above definition, TGS has discovered a few locations that are associated with agencies that are not publicly funded. TGS deleted these locations as we became aware of them, but some may still exist in this dataset. Personal homes, administrative offices, and temporary locations are intended to be excluded from this dataset; however, some personal homes of constables are included due to the fact that many constables work out of their homes. This also applies to mounted police in New Mexico. TGS has made a concerted effort to include all local police; county sheriffs; state police and/or highway patrol; Bureau of Indian Affairs; Bureau of Land Management; Bureau of Reclamation; U.S. Park Police; Bureau of Alcohol, Tobacco, Firearms, and Explosives; U.S. Marshals Service; U.S. Fish and Wildlife Service; National Park Service; U.S. Immigration and Customs Enforcement; and U.S. Customs and Border Protection in the United States and its territories. This dataset is comprised completely of license free data. At the request of NGA, FBI entities are intended to be excluded from this dataset, but a few may be included. The HSIP Freedom Law Enforcement dataset and the HSIP Freedom Correctional Institutions dataset were merged into one working file. TGS processed as one file and then separated for delivery purposes. Please see the process description for the breakdown of how the records were merged. With the merge of the Law Enforcement and the Correctional Institutions datasets, the HSIP Themes and NAICS Codes & Descriptions were assigned based on the facility's main function which was determined by the entity's name, facility type, web research, and state supplied data. In instances where the entity's primary function is both law enforcement and corrections, the NAICS Codes and Descriptions are assigned based on the dataset in which the record is located (i.e., a facility that serves as both a Sheriff's Office and as a jail is designated as [NAICSDESCR]="SHERIFFS' OFFICES (EXCEPT COURT FUNCTIONS ONLY)" in the Law Enforcement layer and as [NAICSDESCR]="JAILS (EXCEPT PRIVATE OPERATION OF)" in the Correctional Institutions layer). Based on the values in this field, the oldest record dates from 12/07/2004 and the newest record dates from 09/10/2009.
Description: Fire Stations in the United States Any location where fire fighters are stationed or based out of, or where equipment that such personnel use in carrying out their jobs is stored for ready use. Fire Departments not having a permanent location are included, in which case their location has been depicted at the city/town hall or at the center of their service area if a city/town hall does not exist. This dataset includes those locations primarily engaged in forest or grasslands fire fighting, including fire lookout towers if the towers are in current use for fire protection purposes. This dataset includes both private and governmental entities. Fire fighting training academies are also included. TGS has made a concerted effort to include all fire stations in the United States and its territories. This dataset is comprised completely of license free data. The HSIP Freedom Fire Station dataset and the HSIP Freedom EMS dataset were merged into one working file. TGS processed as one file and then separated for delivery purposes. Description: HSIP Local Emergency Operations Centers in the United States "The physical location at which the coordination of information and resources to support domestic incident management activities normally takes place. An Emergency Operations Center may be a temporary facility or may be located in a more central or permanently established facility, perhaps at a higher level of organization within a jurisdiction. Emergency Operations Centers may be organized by major functional disciplines (e.g., fire, law enforcement, and medical services), by jurisdiction (e.g., Federal, State, regional, county, city, tribal), or some combination thereof." (Excerpted from the National Incident Management System) The GFI source for this layer contains State and Federal Emergency Operations Centers in addition to local Emergency Operations Centers. This dataset contains these features as well. In cases where an Emergency Operations Center has a mobile unit, TechniGraphics captured the location of the mobile unit as a separate record. This record represents where the mobile unit is stored. If this location could not be verified, a point was placed in the approximate center of the Emergency Operations Centers service area. Effort was made by TechniGraphics to verify whether or not each Emergency Operations Center has a generator on-site and whether or not the Emergency Operations Center is located in a basement. This information is indicated by the values in the [GENERATOR] and [BASEMENT] fields respectively. In cases where more than one record existed for a geographical area (e.g., county, city), TechniGraphics verified whether or not one of the records represented an alternate location. This was indicated by appending "-ALTERNATE" to the value in the [NAME] field. Some Emergency Operations Centers are located at private residences. The [TYPE] field was manually evaluated during the delivery process to compare the records in which the [NAME] field contained "-ALTERNATE". In cases where these values contradicted information that was verified by TechniGraphics (e.g. [NAME] contained "-ALTERNATE" and [TYPE] = "PRIMARY"), the value in the [TYPE] field was changed to match the type indicated by the [NAME] of the verified record. TechniGraphics did not change values in this field if the type was not verified. Records with "-DOD" appended to the end of the [NAME] value are located on a military base, as defined by the Defense Installation Spatial Data Infrastructure (DISDI) military installations and military range boundaries. "#" and "*" characters were automatically removed from standard HSIP fields that TechniGraphics populated. Based upon this attribute, the oldest record dates from 08/28/2009 and the newest record dates from 11/18/2009.
Description: EMS Locations in the United States EMS Stations are part of the Fire Stations / EMS Stations HSIP Freedom sub-layer, which in turn is part of the Emergency Services and Continuity of Government Sector, which is itself a part of the Critical Infrastructure Category. The EMS stations dataset consists of any location where emergency medical service (EMS) personnel are stationed or based out of, or where equipment that such personnel use in carrying out their jobs is stored for ready use. Ambulance services are included even if they only provide transportation services, but not if they are located at, and operated by, a hospital. If an independent ambulance service or EMS provider happens to be collocated with a hospital, it will be included in this dataset. The dataset includes both private and governmental entities. TGS has made a concerted effort to include all emergency medical service locations in the United States and its territories. This dataset is comprised completely of license free data. The HSIP Freedom Fire Station dataset and the HSIP Freedom EMS dataset were merged into one working file. TGS processed as one file and then separated for delivery purposes.
