Description: The Electric Power Generation Plants feature class is a GIS file depicting significant power plants within the North American power grid. Although power plants often comprise a relatively large geographic region, features in this feature class are symbolized using a single point; the point is placed at the location of the highest density of generation capability within the plant complex. In very few cases, plants are symbolized using several points. This only occurs when a single reporting entity (power plant) exists at two or more geographically distinct locations (as is the case with some wind and geothermal facilities). In these rare cases, attribution refers to the entire power plant facility and not to the individually mapped generators. Specific, unit-level data for these features can be located in the Electric Generating Units feature class. The Electric Power Generation Plants feature class contains existing, retired, and proposed features. Description: This database contains locations of Hospitals for 50 states and Washington D.C. , Puerto Rico and US territories. The dataset only includes hospital facilities and does not include nursing homes. Data for all the states was acquired from respective states departments or their open source websites and then geocoded and converted into a spatial database. After geocoding the exact spatial location of each point was moved to rooftops wherever possible and points which have been physically verified have been labelled "Geocode", "Imagery", "Imagery with other" and "Unverified" depending on the methodology used to move the points. "Unverified" data points have still not been physically examined even though each of the points has been street geocoded as mentioned above. Missing records are denoted by 'Not Available' or NULL values. Not Available denotes information that was either missing in the source data or data that has not been populated current version.

Description: Veterans Health Administration Medical Facilities in the United States This dataset includes Veteran Affairs hospitals, Veteran Affairs residential rehabilitation treatment programs, Veteran Affairs Nursing Home Care Units (NHCU), Veteran Affairs Outpatient Clinics, Vet Centers, and Veteran Affairs Medical Centers. It should not include planned and suspended (non-operational) sites and mobile clinics. These definitions were set by the Veterans Health Administration (VHA) Policy Board in December 1998 and are the basis for defining the category and the additional service types for each VHA service site. These definitions cover sites generally owned by the Department of Veterans Affairs (VA) with the exception of leased and contracted community-based outpatient clinics (CBOCs). 1. VA HOSPITAL: an institution (health care site) that is owned, staffed and operated by VA and whose primary function is to provide inpatient services. NOTE: Each geographically unique inpatient division of an integrated facility is counted as a separate hospital. 2. VA RESIDENTIAL REHABILITATION TREATMENT PROGRAM: provides comprehensive health and social services in a VA facility for eligible veterans who are ambulatory and do not require the level of care provided in nursing homes. 3. VA NURSING HOME CARE UNITS (NHCU): provides care to individuals who are not in need of hospital care, but who require nursing care and related medical or psychosocial services in an institutional setting. VA NHCUs are facilities designed to care for patients who require a comprehensive care management system coordinated by an interdisciplinary team. Services provided include nursing, medical, rehabilitative, recreational, dietetic, psychosocial, pharmaceutical, radiological, laboratory, dental and spiritual. 4. VA OUTPATIENT CLINICS: a. Community-Based Outpatient Clinic: a VA -operated, VA -funded, or VA -reimbursed health care facility or site geographically distinct or separate from a parent medical facility. This term encompasses all types of VA outpatient clinics, except hospital-based, independent and mobile clinics. Satellite, community-based, and outreach clinics have been redefined as CBOCs. Technically, CBOCs fall into four Categories, which are: > (i) VA-owned. A CBOC that is owned and staffed by VA. > (ii) Leased. A CBOC where the space is leased (contracted), but is staffed by VA. NOTE: This includes donated space staffed by VA. > (iii) Contracted. A CBOC where the space and the staff are not VA. All entities located on military bases have had their [SECCLASS] attribute set to "UNCLASSIFIED TREAT AS FOUO". They have also had -DOD appended to the end of their [NAME] attribute. At the request of NGA, text fields in this dataset have been set to all upper case to facilitate consistent database engine search results. Description: EMS Locations in the United States EMS Stations are part of the Fire Stations / EMS Stations HSIP Freedom sub-layer, which in turn is part of the Emergency Services and Continuity of Government Sector, which is itself a part of the Critical Infrastructure Category. The EMS stations dataset consists of any location where emergency medical service (EMS) personnel are stationed or based out of, or where equipment that such personnel use in carrying out their jobs is stored for ready use. Ambulance services are included even if they only provide transportation services, but not if they are located at, and operated by, a hospital. If an independent ambulance service or EMS provider happens to be collocated with a hospital, it will be included in this dataset. The dataset includes both private and governmental entities. TGS has made a concerted effort to include all emergency medical service locations in the United States and its territories. This dataset is comprised completely of license free data. The HSIP Freedom Fire Station dataset and the HSIP Freedom EMS dataset were merged into one working file. TGS processed as one file and then separated for delivery purposes. Please see the process description for the breakdown of how the records were merged. Data has been re-projected to WGS84 for inclusion in HSIP. Updated latitude and longitude coordinates are reflected in the PROJECTION_WGS84_LAT and PROJECTION_WGS84_LON fields located at the end of the attribute table.

Description: Law Enforcement Locations in the United States Any location where sworn officers of a law enforcement agency are regularly based or stationed. Law Enforcement agencies "are publicly funded and employ at least one full-time or part-time sworn officer with general arrest powers". This is the definition used by the US Department of Justice - Bureau of Justice Statistics (DOJ-BJS) for their Law Enforcement Management and Administrative Statistics (LEMAS) survey. Although LEMAS only includes non Federal Agencies, this dataset includes locations for federal, state, local, and special jurisdiction law enforcement agencies. Law enforcement agencies include, but are not limited to, municipal police, county sheriffs, state police, school police, park police, railroad police, federal law enforcement agencies, departments within non law enforcement federal agencies charged with law enforcement (e.g., US Postal Inspectors), and cross jurisdictional authorities (e.g., Port Authority Police). In general, the requirements and training for becoming a sworn law enforcement officer are set by each state. Law Enforcement agencies themselves are not chartered or licensed by their state. County, city, and other government authorities within each state are usually empowered by their state law to setup or disband Law Enforcement agencies. Generally, sworn Law Enforcement officers must report which agency they are employed by to the state. Although TGS's intention is to only include locations associated with agencies that meet the above definition, TGS has discovered a few locations that are associated with agencies that are not publicly funded. TGS deleted these locations as we became aware of them, but some may still exist in this dataset. Personal homes, administrative offices, and temporary locations are intended to be excluded from this dataset; however, some personal homes of constables are included due to the fact that many constables work out of their homes. This also applies to mounted police in New Mexico. TGS has made a concerted effort to include all local police; county sheriffs; state police and/or highway patrol; Bureau of Indian Affairs; Bureau of Land Management; Bureau of Reclamation; U.S. Park Police; Bureau of Alcohol, Tobacco, Firearms, and Explosives; U.S. Marshals Service; U.S. Fish and Wildlife Service; National Park Service; U.S. Immigration and Customs Enforcement; and U.S. Customs and Border Protection in the United States and its territories. This dataset is comprised completely of license free data. At the request of NGA, FBI entities are intended to be excluded from this dataset, but a few may be included. The HSIP Freedom Law Enforcement dataset and the HSIP Freedom Correctional Institutions dataset were merged into one working file. TGS processed as one file and then separated for delivery purposes. With the merge of the Law Enforcement and the Correctional Institutions datasets, the HSIP Themes and NAICS Codes & Descriptions were assigned based on the facility's main function which was determined by the entity's name, facility type, web research, and state supplied data. In instances where the entity's primary function is both law enforcement and corrections, the NAICS Codes and Descriptions are assigned based on the dataset in which the record is located (i.e., a facility that serves as both a Sheriff's Office and as a jail is designated as [NAICSDESCR]="SHERIFFS' OFFICES (EXCEPT COURT FUNCTIONS ONLY)" in the Law Enforcement layer and as [NAICSDESCR]="JAILS (EXCEPT PRIVATE OPERATION OF)" in the Correctional Institutions layer). Records with "-DOD" appended to the end of the [NAME] value are located on a military base, as defined by the Defense Installation Spatial Data Infrastructure (DISDI) military installations and military range boundaries. Description: Law Enforcement Locations in the United States Any location where sworn officers of a law enforcement agency are regularly based or stationed. Law Enforcement agencies "are publicly funded and employ at least one full-time or part-time sworn officer with general arrest powers". This is the definition used by the US Department of Justice - Bureau of Justice Statistics (DOJ-BJS) for their Law Enforcement Management and Administrative Statistics (LEMAS) survey. Although LEMAS only includes non Federal Agencies, this dataset includes locations for federal, state, local, and special jurisdiction law enforcement agencies. Law enforcement agencies include, but are not limited to, municipal police, county sheriffs, state police, school police, park police, railroad police, federal law enforcement agencies, departments within non law enforcement federal agencies charged with law enforcement (e.g., US Postal Inspectors), and cross jurisdictional authorities (e.g., Port Authority Police). In general, the requirements and training for becoming a sworn law enforcement officer are set by each state. Law Enforcement agencies themselves are not chartered or licensed by their state. County, city, and other government authorities within each state are usually empowered by their state law to setup or disband Law Enforcement agencies. Generally, sworn Law Enforcement officers must report which agency they are employed by to the state. Although TGS's intention is to only include locations associated with agencies that meet the above definition, TGS has discovered a few locations that are associated with agencies that are not publicly funded. TGS deleted these locations as we became aware of them, but some may still exist in this dataset. Personal homes, administrative offices, and temporary locations are intended to be excluded from this dataset; however, some personal homes of constables are included due to the fact that many constables work out of their homes. This also applies to mounted police in New Mexico. TGS has made a concerted effort to include all local police; county sheriffs; state police and/or highway patrol; Bureau of Indian Affairs; Bureau of Land Management; Bureau of Reclamation; U.S. Park Police; Bureau of Alcohol, Tobacco, Firearms, and Explosives; U.S. Marshals Service; U.S. Fish and Wildlife Service; National Park Service; U.S. Immigration and Customs Enforcement; and U.S. Customs and Border Protection in the United States and its territories. This dataset is comprised completely of license free data. At the request of NGA, FBI entities are intended to be excluded from this dataset, but a few may be included. The HSIP Freedom Law Enforcement dataset and the HSIP Freedom Correctional Institutions dataset were merged into one working file. TGS processed as one file and then separated for delivery purposes. Please see the process description for the breakdown of how the records were merged. With the merge of the Law Enforcement and the Correctional Institutions datasets, the HSIP Themes and NAICS Codes & Descriptions were assigned based on the facility's main function which was determined by the entity's name, facility type, web research, and state supplied data. In instances where the entity's primary function is both law enforcement and corrections, the NAICS Codes and Descriptions are assigned based on the dataset in which the record is located (i.e., a facility that serves as both a Sheriff's Office and as a jail is designated as [NAICSDESCR]="SHERIFFS' OFFICES (EXCEPT COURT FUNCTIONS ONLY)" in the Law Enforcement layer and as [NAICSDESCR]="JAILS (EXCEPT PRIVATE OPERATION OF)" in the Correctional Institutions layer). Records with "-DOD" appended to the end of the [NAME] value are located on a military base, as defined by the Defense Installation Spatial Data Infrastructure (DISDI) military installations and military range boundaries. "#" and "*" characters were automatically removed from standard HSIP fields that TGS populated. Double spaces were replaced by single spaces in these same fields. At the request of NGA, text fields in this dataset have been set to all upper case to facilitate consistent database engine search results. At the request of NGA, all diacritics (e.g., the German umlaut or the Spanish tilde) have been replaced with their closest equivalent English character to facilitate use with database systems that may not support diacritics. The currentness of this dataset is indicated by the [CONTDATE] field. Based on the values in this field, the oldest record dates from 12/07/2004 and the newest record dates from 09/10/2009.

Some features have been created in order to link major features from the Electric Power Generation Plants feature class to the electrical grid through the associated feature from the Substations feature class. The Transmission Lines feature class contains existing and proposed features. Features that are currently operational can be isolated by examining the PROPOSED field for an "In Service" attribute. Description: EMS Locations in the United States EMS Stations are part of the Fire Stations / EMS Stations HSIP Freedom sub-layer, which in turn is part of the Emergency Services and Continuity of Government Sector, which is itself a part of the Critical Infrastructure Category. The EMS stations dataset consists of any location where emergency medical service (EMS) personnel are stationed or based out of, or where equipment that such personnel use in carrying out their jobs is stored for ready use. Ambulance services are included even if they only provide transportation services, but not if they are located at, and operated by, a hospital. If an independent ambulance service or EMS provider happens to be collocated with a hospital, it will be included in this dataset. The dataset includes both private and governmental entities. Rail lines classified as abandoned, removed or trails on former rights-of-way may not be realigned. For this release, two rail status types have been removed from the database: Abandoned (STATUS = A), Removed (STATUS = R). Abandoned lines are those lines that have been officially designated by the Surface Transportation Board as withdrawn from service. Railroads continue to own the rights of way, but may elect to remove rail track, ties and ballast. Removed lines are those that have had the physical track removed with only the right of way remaining. In some instances, the right of way is no long owned by a railroad and is only a historical reference. Trails (STATUS = T) are lines that have had track removed and the rights of way converted to trails for public use. For trails, ownership has been set to 'XXXX', and the LINKID, FROMNODE and TONODE set to 0. Passenger-only lines (STATUS = Z) have also had LINKID, FROMNODE and TONODE set to 0. Setting these features to 0 removes these links from the routable freight rail network.

Description: The 2016 cartographic boundary shapefiles are simplified representations of selected geographic areas from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). These boundary files are specifically designed for small-scale thematic mapping. When possible, generalization is performed with the intent to maintain the hierarchical relationships among geographies and to maintain the alignment of geographies within a file set for a given year. Geographic areas may not align with the same areas from another year. Some geographies are available as nation-based files while others are available only as state-based files. The primary legal divisions of most states are termed counties. In Louisiana, these divisions are known as parishes. In Alaska, which has no counties, the equivalent entities are the organized boroughs, city and boroughs, municipalities, and for the unorganized area, census areas. The latter are delineated cooperatively for statistical purposes by the State of Alaska and the Census Bureau. In four states (Maryland, Missouri, Nevada, and Virginia), there are one or more incorporated places that are independent of any county organization and thus constitute primary divisions of their states. These incorporated places are known as independent cities and are treated as equivalent entities for purposes of data presentation. The District of Columbia and Guam have no primary divisions, and each area is considered an equivalent entity for purposes of data presentation. The Census Bureau treats the following entities as equivalents of counties for purposes of data presentation: Municipios in Puerto Rico, Districts and Islands in American Samoa, Municipalities in the Commonwealth of the Northern Mariana Islands, and Islands in the U.S. Virgin Islands. The entire area of the United States, Puerto Rico, and the Island Areas is covered by counties or equivalent entities. The generalized boundaries for counties and equivalent entities are based on those as of January 1, 2016, primarily as reported through the Census Bureau's Boundary and Annexation Survey (BAS).
