From Jake Edwards (3/22/2021): I have adjusted the FEMA CTP Baker County proposal based on our conversation Friday. I have reduced the Baker County 2021 acquisition AOI so that there will not be a recollection of the OLC Four River 2014 lidar coverage or the 2019 Idaho lidar coverage along the Baker county boarder.

The updated proposal is for the OLC to acquire 1,972 square miles of QL1 3DEP lidar in order to have complete lidar coverage of Baker county, Oregon. This proposal includes 8,364 acres of lidar hydroflattening, which is primarily focused along sections of the Snake River. The total cost to complete this project is $974,231.70.

DOGAMI plans on using $40,000 from the BLM to cover BLM needs in the Mormon Basin of southern Baker county and northern Malheur county. BLM’s $40,000 funding provides for 84.84 square miles of lidar collection for this project ($34,782.61 of BLM direct funding divided by OLC unit rate cost of $410 per square mile). BLM’s contribution covers all of the lidar collection in northern Malheur county as well as portions of Baker county. The net result of BLM’s involvement in this project is a reduction in FEMA R10’s budget for full Baker county lidar coverage.
