Legislation amending the City of Asheville's Charter to allow for Zoning was passed by the General Assembly sometime 1924, as per March 26, 1924 Asheville Times page 7. Mayor Cathey Spoke on it being a tool to help local businesses with high insurance premiums (flood insurance?)
The Asheville Citizen May 22, 1927 mentions that the United State Supreme Court Decision determines that zoning by municipalities is constitutional. Zoning implementation was delayed due to waiting on the results of this decision .
The Asheville Citizen on Feb 25, 1928 shares Mayor Roberts intention to implement a zoning system
The Asheville Citizen February 22, 1938 has a story about the Asheville real Estate Board presenting a petition to city council asking for Zoning Implementation.
The Asheville Times April 23, 1948 page 5; Planning Commission Secretary Anthony Redmond announces the Third attempt to implement zoning. The paper says previous attempts fell through with the first being real estate boom burst in 1926 and the second being undermined by the start of the second world war in 1939.
July 14, 1948 Asheville Citizen Times posts Ordinance 322 Establishing Zoning district. The full ordinance starts on page 10 and ends on page 11
