Description: On September 25, 2023, at approximately 12:18 pm, the NRC received a report of a 150 bbl crude oil spill from a pipeline to soil. The EPA phone duty officer deployed the R1 at approximately 4:00 pm. The EPA START team from Tulsa arrived on-site, toured the release locations, and began air monitoring. Elevated VOC and benzene readings were observed immediately adjacent to the release and recovery locations. Air monitoring in the adjacent neighborhood did not detect any VOCs above the equipment detection limit. The EPA R1 arrived on-site at approximately 9:30 pm and spoke with Jeremy Evans, the RP representative on-site representing Energy Transfer Partners. Mr. Evans stated that the 16" pipeline was pressured with Bakken crude oil when it was punctured by a third party contractor. The pipeline was not actively pumping crude at the time of the puncture, but was under pressure. The pipeline punctured runs from Cushing, OK to three possible locations. At the time of the break, the pipeline was lined out to the Texas gulf coast. As of 10:00 pm on September 25, the RP had recovered approximately 1700 bbls of oil. The pipeline was slowly leaking oil while awaiting a patch or drain and repair. All spilled oil awaiting recovery is captured by dirt berms or is otherwise contained. Currently there is no impact to surface water. No rain is predicted for the next ten days.
