Description: The Resource Conservation and Recovery Act (RCRA) established regulatory programs that define hazardous wastes and ensure that they are appropriately managed from generation, storage, transport, treatment and disposal. There are several designations for facilities and activities associated with handling RCR hazardous wastes: treatment, storage, and disposal facilities (TSDFs); large quantity generators (LQGs), generating more than 1,000 kg in any month during the year; small quantity generators; very small quantity generators and transporters. RCRA requires all TSDFs and LQGs to submit information to their state or EPA for the Biennial Report (BR) every two years. 29 states also require annual reporting and the e-manifest system is now processing individual shipments, although it is not yet adopted by all RCRA regulated entities. Facilities reporting to BR submit facility identification information. Those generating wastes must provide annual totals of the amount generated, waste characteristics (listing all applicable RCRA waste codes), identify receiving facilities, and waste management practices. TSDFs provide information on the amount and characteristics of hazardous waste shipments received, and treatment methods.
This layer limits the list of facilities to those generating and/or managing lead by restricting to those facilities reporting as “GM,” generating and/or managing waste, and reporting RCRA waste code D008 (lead).

The RCRA BR data are published biennially and refreshed weekly. The most recent period for which data are available is calendar year 2017.
Temporal Scale of Data:
Amounts of lead transferred to sites as reported in RCRA BR are for a calendar year. Year 2017 data were used in generating this layer.

RCRA Biennial Reporting 2017 data were downloaded on April 22, 2019 from the RCRAInfo Public Extract.
