Description: The Resource Conservation and Recovery Act (RCRA) Corrective Action program works with facilities that generate, treat, store, or dispose of hazardous waste to investigate and clean up any release of hazardous waste into the soil, groundwater, surface water, or air. Facilities are generally brought into the Corrective Action process either when there is a release of hazardous waste or when EPA receives a TSDF’s RCRA permit application. EPA does not prescribe a strict process for the corrective action cleanup process in order to allow for flexibility based on site-specific conditions. The long-term objectives of corrective actions are to ensure that final cleanups or remedies address long-term issues such as potential future human exposures, future land and groundwater uses, and ecological factors. 

The RCRA Corrective Action program is implemented by EPA and 44 states and territories. In order to identify RCRA Corrective Action facilities with lead, this layer limits the list of RCRA Corrective Action facilities that received lead containing wastes or material in 2017, either 1) as reported to the 2017 Toxics Release Inventory (TRI), or 2) as reported to the 2017 RCRA Biennial Report (RCRA BR).

Currency of Data/Refresh Schedule:

RCRA data in Cleanups In My Community (CIMC) are updated monthly. The TRI data are submitted on an annual basis and the most recent data year available is calendar year 2017. The RCRA BR data are published biennially and refreshed weekly, the most recent data year available is calendar year 2017.

Temporal Scale of Data:

Amounts of lead transferred to off-site locations reported in TRI are for a calendar year. Amounts of lead transferred to sites as reported in RCRA BR are for a calendar year. Year 2017 data were used in generating this layer.

Data Access/Retrieval:

RCRA Corrective Action site data were retrieved from CIMC and Grants Listing Page. The national data were downloaded twice on June 20, 2019: once for all RCRA Corrective Action sites and once only for those where the remedy action is complete.

TRI data were extracted from files provided by the Office of Mission Support-Office of Information Management (OMS-OMIS) from October 2018 in support of the TRI National Analysis Contact: Tim Antisdel.

RCRA Biennial Reporting 2017 data were downloaded on April 22, 2019 from the RCRAInfo Public Extract.
