Description: City of Ventura SOAR as of 4/19/2023. Updated by Jared Rosengren based on the 2005 General Plan and the current City of Ventura sphere of influence.  SOAR (Save Open space and Agricultural Resources) is a series of voter initiatives that protect open space and farmland by vote of the people.  The Ventura initiative aimed for the prevention of urban sprawl, protection of open space and agricultural resources, the maximization of infrastructure, and protection of the hillsides above the City of Ventura from urban incursion. The City of Ventura SOAR ordinance was originally adopted in 1995. The Hillsides Voter Participation area ordinance was adopted in 2002. They were jointly re-adopted and extended until the year 2050 in November 2016. They include the requirement of a vote of the citizens of the City for any expansion of urban uses into agricultural and hillsides areas adjacent to the City of Ventura.
