Land use is the type of activity occurring on the land such as residential, commercial or industrial. Each unit of land is assigned one of nine major classifications of land use (1-digit code) and one of seventeen more specific classifications of land use (2-digit code). As 2020 Census Block Groups within the following Planning Districts are studied, the 2-digit codes will be updated, and where possible a more narrowly defined sub-classification (3-digit code) will be added. The land use feature class has been cross-checked and updated using numerous digital data sources and includes the following Planning Districts: Central Central Northeast Lower North Lower Far Northeast Lower Northeast Lower Northwest Lower South Lower Southwest North North Delaware River Wards South University/Southwest Upper Far Northeast Upper North Upper Northwest West West Park Field checks and updates are planned for selected Census Block Groups within Planning Districts as part of the Phila2050 comprehensive planning process. Land Use Codes and Descriptions Land use codes are organized from the 1-digit to the 2-digit level. Specificity of land use increases with each increasing digit. Coded numeric values are stored as integers. Full text descriptions are contained in separate string fields. The 3-digit code and description fields are being incorporated in periodic updates. All features are attributed at the 1- and 2-digit levels. Land use codes and descriptions have been updated and consolidated for the 2025 data collection process. Citywide land use as determined by the City Philadelphia Planning Commission (PCPC). Prepared for Phila2050, the City’s upcoming comprehensive development plan, to support the zoning reform remapping and the District Planning projects. Land use classifications are activity-based. Each land unit has only one land use designation interpreted by a 1 or 2-digit code. Additional information at the 3-digit level is being incorporated as fields surveys are conducted. Specificity of a land use description increases from the one to three digit code. Example: 1= Residential, 12 = Residential Medium Density, and 121 = Residential Rowhouse - single family attached. Land use features are derived from Philadelphia Water Department tax parcel boundaries (2009 to current release date) and from other GIS datasets prepared by City departments including: planimetric features, transportation rights-of-way (ROW), parks and open space, and water. Land use boundaries are typically coincident with PWD tax parcel boundaries, where tax parcel boundaries are available to define units of land. In some cases multiple land activities on a single parcel have been individually represented as separate polygons of land use. This land use feature class is under revision through 2025. Updates will be made to correct attributes and features and to populate 3-digit codes based upon digital research and field verifications made by PCPC staff. Land use field surveys will be conducted for selected Census Block Groups within the 18 Planning District beginning in 2025 as part of the Phila2050 Compressive Planning process. For Block Groups not yet updated, land use designations are qualified estimates derived from the Office of Property Assessment data (see details under “Development Process” below). Development Process: The PCPC utilized their land use feature class (2018) in polygon form as base layer geometry. This parcel base had been created by merging the Philadelphia Water Department's (PWD) tax parcel boundary feature class with numerous feature classes representing all other land features, including streets, highways, rail right of ways and rail yards, parks and open space, parking lots and sidewalks, and marine terminals (see the Development Process for the Land Use 2012-2018 dataset). Also acquired was the Office of Property Assessment (OPA), formerly BRT, real estate database (2021), which included building code data. The PCPC collaborated with the OPA on a “correspondence table” which translated OPA’s building codes into PCPC’s land use codes. This correspondence table was joined to the OPA building code dataset, and the resulting data was spatially joined to the 2012 land use dataset. About 4% of the land use data layer’s polygons did not derive a land use code from this process, as many portions of the city lack buildings from which to derive a land use designation (some examples include bridges, streets, waterways, and open spaces). There was additional error resulting from outdated geometry and misclassified codes. To address these errors, district planners submitted land use code attribute and geometry data corrections based on virtual surveys of their districts utilizing data from Atlas, Cyclomedia, PhilaShops retail properties database (2024); the draft Philadelphia Industrial Development Corporation’s Industrial Market and Landuse Strategy report (2024), and other sources. At the end of this process, remaining undesignated polygons were assigned to the 92 Other/Unknown category. Under the OUR PHILADELPHIA Comprehensive Planning process, this feature class will undergo field verification as each Planning District project is completed. A total of 18 Planning Districts will be surveyed. Field verification will result in corrections to land use attributes and population of the 3-digit land use codes, which require verification through field inspection. Revisions to this land use feature class will be posted as survey work and evaluation for each Planning District is fully completed.
