Description: This was created using the Feature Outline Mask tool in ArcGIS 10.2.2. The feature outline mask was applied to the State of WA boundary layer and a tolerance of 5 points was used. Then a polygon was created which is the extent of the world. Finally, the mask was used to cut a hole in the world extent polygon. This is the result you will see in this layer.
