Description:

MRPT highway segments classified by the number of hours per year during which roadway operations were unreliable over the 2023 assessment year.

Unreliable operations definition: 15-minute NPMRDS travel time samples are grouped by hour-of-day, day-of-week, and month-of-year (for example: 8:00 to 9:00 on Mondays in January 2023). For each group, the 50th and 80th percentile travel times are calculated. If the 80th percentile travel time is at least 1.5 times the 50th percentile, the operational period is classified as unreliable.

Calculation:

Each segment carries the total annual unreliable hours, the per-mile rate, statewide and county-relative rank labels (Low, Medium, High, Very high) with corresponding 1-7 ranking scores, and a Disadvantaged Community (DAC) overlap flag.

Interpretation: Higher score = greater need.
