Service Description: Effective firefighting and rescue force (EFRF) refers to the convergence of resources required to efficiently and safely conduct initial fire suppression and/or rescue operations at an emergency incident scene. It consists of a minimum of 16 persons (four, four-person apparatus or equivalent variant) arriving at a scene. It is calculated in minutes and seconds and the target is unique for urban, suburban and rural areas of Hamilton.
