The Areas of Interest (AOI) dataset was developed to support the identification and preliminary evaluation of potential Hub Site areas within Harris County Precinct 2. The layer provides a geographically focused planning resource by combining parcel information with community resilience indicators.
The dataset was developed using the following geospatial workflow:
Precinct Boundary Processing: The source parcel polygon layer was clipped to the Harris County Precinct 2 boundary to limit the analysis to parcels located within the precinct.
Parcel Classification: Parcels were assigned standardized nomenclature based on the applicable state classification attribute, providing a consistent method for identifying and categorizing parcel types.
Flood Hazard Screening – Parcel polygons were clipped to FEMA-designated Areas of Minimal Flood Hazard to identify locations with comparatively lower mapped flood hazard.
Community Resilience Screening: The Precinct 2 parcel polygons were clipped to areas identified by FEMA's Community Resilience Challenges Index as having Medium to High resilience challenges. This step focused the analysis on communities that may experience greater challenges in preparing for, responding to, and recovering from disruptive events.
Area Aggregation: Qualifying parcel polygons were aggregated into larger Areas of Interest. This process consolidated individual parcels into more practical geographic areas for visualization, analysis, and preliminary Hub Site planning.
The resulting AOI layer is intended to serve as a planning and screening resource rather than a final Hub Site selection layer. Identified areas represent locations warranting additional evaluation based on parcel characteristics and community resilience conditions. Further site-level analysis should consider factors such as property ownership, parcel availability, accessibility, transportation networks, utilities, environmental constraints, flood risk, existing facilities, population served, and operational requirements before determining Hub Site suitability.
This dataset can support strategic planning, emergency preparedness, community resilience initiatives, resource allocation, and the prioritization of locations for more detailed Hub Site feasibility assessments.
