This parcel dataset was developed to identify individual properties within Harris County Precinct 2 that meet selected land classification, flood hazard, and community resilience criteria. The layer provides the parcel-level foundation for evaluating potential locations for Hub Sites and other community-focused planning initiatives.

The dataset was developed using the following methodology:

1. Precinct Identification – Parcel polygons located within Harris County Precinct 2 were identified to establish the geographic extent of the analysis.

2. Parcel Classification – Identified parcels were assigned standardized nomenclature based on the associated state classification attribute to provide a consistent method for categorizing property and land-use characteristics.

3. Flood Hazard Identification – Parcels located within FEMA-designated Areas of Minimal Flood Hazard were identified to focus the analysis on properties with comparatively lower mapped flood hazard.

4. Community Resilience Identification – Parcels located within FEMA Community Resilience Challenges Index areas classified as Medium through High were identified to prioritize communities experiencing greater resilience challenges.

The resulting parcel layer represents individual properties meeting the established screening criteria. Inclusion within the dataset does not indicate that a parcel has been formally selected, approved, or determined suitable for development as a Hub Site. Additional evaluation should consider property ownership, accessibility, infrastructure, environmental conditions, existing land use, community needs, and other site-specific factors before a parcel is considered for further action.
